This is a hybrid meeting under Assembly Bill 361 (Government Code Section 54953(e)). Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated October 27, 2022. RESOLUTION RECONFIRMING THE EXISTENCE OF A STATE OF EMERGENCY DUE TO THE COVID-19 PANDEMIC Recommendation: Staff recommends that the City Council, in consideration of the ongoing state of emergency due to the COVID-19 pandemic, and existing public health orders, adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, RECONFIRMING THE EXISTENCE OF A STATE OF EMERGENCY DUE TO THE COVID-19 PANDEMIC. CANCELLATION OF THE DECEMBER 27, 2022 REGULAR CITY COUNCIL MEETING Recommendation: Staff recommends that the City Council cancel the regular City Council meeting of December 27, 2022. 5. ADMINISTRATIVE REVIEW OF THE LOCAL HAZARD MITIGATION PLAN (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council receive and file the administrative review of the Local Hazard Mitigation Plan. 6. AUTHORIZATION TO AMEND THE EXISTING CONTRACT WITH THE LAWTON GROUP/CARESTAF INC., EXTENDING THE TERM AND INCREASING COMPENSATION FOR PROFESSIONAL TEMPORARY EMPLOYMENT SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to execute an amendment to the existing contract with the Lawton Group/Carestaf Inc. for temporary professional employment services, extending the term by six additional months through June 30, 2023, and adding additional compensation in the amount of $36,300 to cover the costs of temporary staffing through June 30, 2023. 7. AUTHORIZATION TO AMEND THE EDEN INFORUM GOLD SUPPORT AGREEMENT TO EXTEND THE TERM AND INCREASE COMPENSATION (FUNDING SOURCE: TECHNOLOGY FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to amend the agreement with Tyler Technologies, Inc. for maintenance services and support of the Eden Inforum Gold Financial system, extending the term from January 1, 2023 to December 31, 2024 in the amount of $63,485 for the period of January 1, 2023 through December 31, 2023 and $65,707 for the period of January 1, 2024 through December 31, 2024. Page 5 City Council Agenda November 8, 2022 8. PURCHASE OF ADVANCED BACKUP SYSTEM AND AUTHORIZATION TO ENTER INTO AN AGREEMENT FOR CLOUD-BASED STORAGE SERVICES (FUNDING SOURCES: AMERICAN RESCUE PLAN ACT FUND AND GENERAL FUND) Recommendation: Staff recommends that the City Council: A. Approve the purchase of the Dell Integrated Data Protection Device system from Abtech Technologies in the amount of $29,224.18 and authorize the City Manager to execute the purchase agreement; and B. Authorize the City Manager to enter into a two-year agreement with StorTrust in the amount of $40,656.00 for cloud-based storage services. ADOPTION OF A RESOLUTION APPROVING A NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES ASSOCIATED WITH THE ANNEXATION OF ONE SINGLE-FAMILY HOME LOCATED AT 3560 PADUA AVENUE (APN 8671-002-018) INTO COUNTY SANITATION DISTRICT NO. 21 TO RECEIVE OFF-SITE DISPOSAL OF SEWAGE INTO THE CITY SANITARY SEWER SYSTEM (ANNEXATION 770) Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING AND ACCEPTING THE LOS ANGELES COUNTY SANITATION DISTRICT'S REQUEST FOR A NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES ASSOCIATED WITH ANNEXATION NO. 770, CONSISTING OF OFF-SITE DISPOSAL OF SEWAGE FOR ONE SINGLE-FAMILY LOT WITH ONE EXISTING SINGLE-FAMILY RESIDENCE LOCATED AT 3560 PADUA AVENUE (APN 8671-002-018); AND AUTHORIZING EXECUTION OF A JOINT RESOLUTION WITH ALL AFFECTED AGENCIES.
