APPOINTMENT OF A MEMBER TO THE ARCHITECTURAL COMMISSION AND TO THE SUSTAINABILITY COMMITTEE Recommendation: The outgoing City Council Ad Hoc Nominating Committee recommends the City Council: A. Transfer Ken Zimmerman's Commission appointment from the Planning Commission to the Architectural Commission for a term to commence immediately, and expire August 31, 2027, thereby creating a vacancy on the Planning Commission; and B. Appoint David Hines to the Sustainability Committee, for a term to commence February 1, 2024, and expire January 31, 2028. Council Assignment Reports City Councilmembers may serve as representatives on regional organizations. This time is allocated for reports about their activities. Page 3 City Council Agenda January 23, 2024 CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons who wish to comment on items that are not listed on the agenda, but are within the jurisdiction of the City Council. Members of the public will have the opportunity to address the City Council regarding all items on the agenda at the time the Council considers those items. General public comment will be taken for 30 minutes and will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine. The City Council may act on these items by one motion following public comment. Only Councilmembers may pull an item from the Consent Calendar for discussion, reading of resolutions and ordinances will be waived. 2. ADOPTION OF A RESOLUTION APPROVING CITY WARRANT REGISTERS Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYIING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated January 18, 2024. CITY COUNCIL MINUTES OF JANUARY 9, 2024 (REGULAR) Recommendation: Staff recommends the City Council approve the regular City Council meeting minutes of January 9, 2024. Attachment(s): Draft Regular Meeting Minutes of January 9, 2024 4. APPROVAL OF FINAL PARCEL MAP NO. 84006 - 4358 VIA PADOVA Recommendation: Staff recommends the City Council: A. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING FINAL PARCEL MAP NO. 84006; and B. AUTHORIZATION TO AMEND THE EXISTING AGREEMENT WITH MAIN STREET SIGNS TO INCREASE COMPENSATION FOR TRAFFIC CONTROL AND REGULATORY SIGN SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to execute an amendment to the existing agreement with Main Street Signs, increasing compensation by $20,000, for a total not-to-exceed contract amount of $43,000 for the current term of the agreement for traffic control and regulatory sign services; and B. Appropriate $20,000 from the unassigned General Fund balance to fully fund the agreement. 6. AUTHORIZATION TO AMEND THE EXISTING AGREEMENT WITH FIRST CLASS HEATING AND AIR CONDITIONING, INC. TO INCREASE COMPENSATION FOR HEATING, VENTILATION, AND AIR CONDITIONING MAINTENANCE SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to execute an amendment to the existing agreement with First Class Heating and Air Conditioning, Inc., increasing compensation by $60,000, for a total not-to-exceed contract amount of $160,700 in the current term of the agreement for HVAC maintenance services; and B. Appropriate $60,000 from the unassigned General Fund balance to fully fund the agreement. 7. AUTHORIZATION TO AMEND THE EXISTING AGREEMENT WITH BEAR ELECTRICAL SOLUTIONS TO INCREASE COMPENSATION FOR ON-CALL ELECTRICAL SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to execute an amendment to the existing agreement with Bear Electrical Solutions, increasing compensation by $70,000, for a total not-to-exceed contract amount of $151,000 in the third year of the agreement for on-call electrical services; and B. Appropriate $70,000 from the unassigned General Fund balance to fully fund the agreement. 8. INVESTMENT REPORT - QUARTER ENDING DECEMBER 31, 2023 Recommendation: Staff recommends the City Council receive and accept the Investment Report for the quarter ending December 31, 2023.
