CITY MANAGER REPORT CITY ATTORNEY REPORT Tenant Preference Ordinances (Government Code Section 7061) PUBLIC COMMENT The Council has set aside this time for persons who wish to comment on items that are not listed on the agenda, but are within the jurisdiction of the City Council. Members of the public will have the opportunity to address the City Council regarding all items on the agenda at the time the Council considers those items. General public comment will be taken for 30 minutes and will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. RESIGNATION OF SUSTAINABILITY COMMITTEE MEMBER SUSAN SCHENK Recommendation: Staff recommends the City Council accept with regret the resignation of Susan Schenk from the Sustainability Committee effective immediately. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated March 28, 2024. CITY COUNCIL MINUTES OF MARCH 26, 2024 (SPECIAL AND REGULAR) Recommendation: Staff recommends the City Council approve the special and regular City Council meeting minutes of March 26, 2024. SECOND READING AND ADOPTION OF AN ORDINANCE AMENDING CLAREMONT MUNICIPAL CODE: CULTURAL RESOURCES PRESERVATION ORDINANCE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Waive further reading and adopt AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ADOPTING AMENDMENTS TO TITLE 2 AND TITLE 16 OF THE CLAREMONT MUNICIPAL CODE TO: AMEND CHAPTER 2.42 TO RENAME THE ARCHITECTURAL COMMISSION TO BE THE ARCHITECTURAL AND PRESERVATION COMMISSION AND MODIFY ITS DUTIES; DELETE SECTION 15.04.020.B AND RENUMBER THE REMAINING SUBSECTIONS; AMEND CHAPTERS 16.300 TITLED "ARCHITECTURAL REVIEW" AND 16.301 TITLED "BUILDING CONSERVATION/DEMOLITION"; ADD A NEW CHAPTER 16.302 TITLED "CULTURAL RESOURCES PRESERVATION"; AND AMEND CHAPTER 16.321 TITLED "APPEALS AND COUNCIL REVIEW"; and B. Find this item is exempt from further environmental review under the California Environmental Quality Act (CEQA). AUTHORIZATION TO AMEND THE EXISTING PROFESSIONAL SERVICES AGREEMENT WITH DUNBAR ARCHITECTURE TO INCREASE COMPENSATION FOR ARCHITECTURAL DESIGN AND CONSULTING SERVICES FOR THE CLAREMONT POLICE DEPARTMENT WOMEN’S LOCKER ROOM FACILITY PROJECT (FUNDING SOURCE: EQUIPMENT AND FACILITY REVOLVING RESERVE) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to amend the existing agreement with Dunbar Architecture to increase compensation by $75,929, for a total agreement amount of $265,986, for architectural design and consulting services for the Claremont Police Department Women's Locker Room Facility Project; and B. Appropriate $75,929 from the Equipment and Facility Revolving Reserve to fully fund the agreement. 6. AUTHORIZATION TO AMEND THE EXISTING PROFESSIONAL SERVICES AGREEMENT WITH BLAIS & ASSOCIATES TO INCREASE COMPENSATION FOR GRANT RESEARCH AND MANAGEMENT SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council authorize the City Manager to execute an amendment to the existing Professional Services Agreement with Blais & Associates adding $15,000 in compensation for fiscal year 2023-24, increasing the total agreement not-to-exceed amount to $40,000. 7. AUTHORIZATION TO AMEND THE EXISTING LEGAL SERVICES AGREEMENT WITH RUTAN & TUCKER, LLP (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council authorize the Mayor to sign the proposed First Amendment to the Legal Services Agreement between the City of Claremont and Rutan & Tucker, LLP for professional legal services updating Section 3.3 of the Agreement. CLAREMONT TOURISM BUSINESS IMPROVEMENT DISTRICT ANNUAL REPORT (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council receive and file the Claremont Tourism Business Improvement District Annual Report. RESOLUTION APPROVING A ONE-TIME MERIT AWARD FOR THE CITY MANAGER (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING A MERIT AWARD FOR EXCELLENT CITY MANAGER PERFORMANCE.
