This time is allocated for reports about their activities. For information about the Council's local, intergovernmental and regional appointments please visit the City website : www.ci.claremont.ca.us/government/city-council/city-council-assignments-and-appointments. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons who wish to comment on items that are not listed on the agenda, but are within the jurisdiction of the City Council. Members of the public will have the opportunity to address the City Council regarding all items on the agenda at the time the Council considers those items. General public comment will be taken for 30 minutes and will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, Page 3 City Council Agenda July 9, 2024 and/or schedule requests for consideration at a subsequent meeting. CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine. The City Council may act on these items by one motion following public comment. Only Councilmembers may pull an item from the Consent Calendar for discussion, reading of resolutions and ordinances will be waived. 1. RESIGNATION OF PLANNING COMMISSIONER MELINDA GONZALEZ Recommendation: Staff recommends that the City Council accept with regret the resignation of Melinda Gonzalez from the Planning Commission, effective immediately. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated July 3, 2024. SECOND READING AND ADOPTION OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ADOPTING A CODE AMENDMENT AND ZONE CHANGE (#21-Z01) TO IMPLEMENT THE REVISED 2021-2029 HOUSING ELEMENT UPDATE AND FINDING THAT THE CODE AMENDMENT AND ZONE CHANGE ARE CONSISTENT WITH THE PREVIOUSLY CERTIFIED FINAL ENVIRONMENTAL IMPACT REPORT FOR THE HOUSING ELEMENT UPDATE (STATE CLEARINGHOUSE #2021090340) (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council waive further reading and adopt AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ADOPTING A CODE AMENDMENT AND ZONE CHANGE (#21-Z01) TO IMPLEMENT THE REVISED 2021-2029 HOUSING ELEMENT UPDATE AND FINDING THAT THE CODE AMENDMENT AND ZONE CHANGE ARE CONSISTENT WITH THE PREVIOUSLY CERTIFIED FINAL ENVIRONMENTAL IMPACT REPORT FOR THE HOUSING ELEMENT UPDATE (STATE CLEARINGHOUSE #2021090340). CONSIDERATION OF PHASING THE INCLUSIONARY HOUSING ORDINANCE IN-LIEU FEE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, AMENDING CITY COUNCIL RESOLUTION NO. 2023-33 UPDATING THE FEE SCHEDULE FOR THE INCLUSIONARY HOUSING IN-LIEU FEE PURSUANT TO CHAPTER 16.036 OF THE CLAREMONT MUNICIPAL CODE. AUTHORIZATION TO AMEND THE PROFESSIONAL SERVICES AGREEMENT WITH DUDEK FOR ENVIRONMENTAL REVIEW OF THE CLARA OAKS DEVELOPMENT AND SPECIFIC PLAN (FUNDING SOURCE: DEVELOPER FEES) Recommendation: Staff recommends the City Council authorize the City Manager to execute an amendment to the agreement with Dudek for environmental review services on the proposed Clara Oaks development in the amount of $49,844, for a total contract amount not to exceed $456,014. CONSIDERATION OF AN ORDINANCE THAT, IF ADOPTED, WOULD INCREASE THE MONTHLY SALARY RECEIVED BY MEMBERS OF THE CITY COUNCIL TO THE AMOUNT AUTHORIZED BY SENATE BILL 329 (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Consider pay increases for future Claremont City Councilmembers in accordance with Senate Bill 329; and B. If desired, introduce for first reading, and that reading be by title only, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING A STATUTORY INCREASE IN COMPENSATION FOR MEMBERS OF THE CITY COUNCIL TO TAKE EFFECT AFTER THE NOVEMBER 2024 MUNICIPAL ELECTION.
