City Councilmembers may serve as representatives on regional organizations. This time is
allocated for reports about their activities. For information about the Council's local,
intergovernmental and regional appointments please visit the City website :

CITY MANAGER REPORT
PUBLIC COMMENT
The Council has set aside this time for persons who wish to comment on items that are not listed
on the agenda, but are within the jurisdiction of the City Council. Members of the public will have
the opportunity to address the City Council regarding all items on the agenda at the time the
Council considers those items.
General public comment will be taken for 30 minutes and will resume later in the meeting if there
are speakers who did not get an opportunity to speak because of the 30-minute time limit.
The Brown Act prohibits the City Council from taking action on oral requests relating to items that
are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff,

and/or schedule requests for consideration at a subsequent meeting.
CONSENT CALENDAR
All matters listed on the Consent Calendar are considered routine. The City Council may act on
these items by one motion following public comment. Only Councilmembers may pull an item from
the Consent Calendar for discussion, reading of resolutions and ordinances will be waived.
1. RESIGNATION OF PLANNING COMMISSIONER MELINDA GONZALEZ
Recommendation: Staff recommends that the City Council accept with regret the resignation of
Melinda Gonzalez from the Planning Commission, effective immediately.

2. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY

CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT
OF WHICH THE SAME ARE TO BE PAID, dated July 3, 2024.

CONSISTENT WITH THE PREVIOUSLY CERTIFIED FINAL ENVIRONMENTAL IMPACT
REPORT FOR THE HOUSING ELEMENT UPDATE (STATE CLEARINGHOUSE

Recommendation: Staff recommends the City Council waive further reading and adopt AN

BOND TAX RATE FOR THE LEVY OF AN AD VALOREM TAX TO BE COLLECTED TO
MAKE DEBT SERVICE PAYMENTS ON OUTSTANDING GENERAL OBLIGATION BONDS
ISSUED TO FINANCE THE ACQUISITION OF JOHNSON’S PASTURE
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, REQUESTING
AND AUTHORIZING THE COUNTY OF LOS ANGELES TO LEVY A TAX ON
ALL REAL PROPERTY IN THE CITY OF CLAREMONT AS A VOTER
APPROVED LEVY WITH RESPECT TO THE CITY'S GENERAL
OBLIGATION BOND APPROVED BY THE VOTERS AT THE NOVEMBER 7,
2006 STATEWIDE GENERAL ELECTION TO FUND THE ACQUISITION OF
JOHNSON'S PASTURE.

6. AWARD OF CONTRACT TO SUNSET AUDIO VISUAL FOR THE CITY COUNCIL CHAMBER
AND CITY HALL MEETING SPACES AUDIO-VISUAL UPGRADES (FUNDING SOURCE:
AMERICAN RESCUE PLAN ACT FUND)
Recommendation: Staff recommends the City Council award a contract to Sunset Audio Visual
for audio-visual upgrade(s) of the City Council Chamber and City Hall
meeting spaces and authorize the City Manager to enter into an agreement
with Sunset AV for $159,916.42.

7. CONSIDERATION OF PHASING THE INCLUSIONARY HOUSING ORDINANCE IN-LIEU FEE
(FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, AMENDING CITY
COUNCIL RESOLUTION NO. 2023-33 UPDATING THE FEE SCHEDULE
FOR THE INCLUSIONARY HOUSING IN-LIEU FEE PURSUANT TO
CHAPTER 16.036 OF THE CLAREMONT MUNICIPAL CODE.

8. AUTHORIZATION TO AMEND THE PROFESSIONAL SERVICES AGREEMENT WITH
DUDEK FOR ENVIRONMENTAL REVIEW OF THE CLARA OAKS DEVELOPMENT AND
SPECIFIC PLAN (FUNDING SOURCE: DEVELOPER FEES)
Recommendation: Staff recommends the City Council authorize the City Manager to execute an
amendment to the agreement with Dudek for environmental review services
on the proposed Clara Oaks development in the amount of $49,844, for a
total contract amount not to exceed $456,014.

9. CONSIDERATION OF AN ORDINANCE THAT, IF ADOPTED, WOULD INCREASE THE
MONTHLY SALARY RECEIVED BY MEMBERS OF THE CITY COUNCIL TO THE AMOUNT
AUTHORIZED BY SENATE BILL 329 (FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council:
A. Consider pay increases for future Claremont City Councilmembers in
accordance with Senate Bill 329; and
B. If desired, introduce for first reading, and that reading be by title only, AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT,
CALIFORNIA, APPROVING A STATUTORY INCREASE IN COMPENSATION
FOR MEMBERS OF THE CITY COUNCIL TO TAKE EFFECT AFTER THE
NOVEMBER 2024 MUNICIPAL ELECTION.
