Council Item
1. APPOINTMENT OF A MEMBER TO THE TRAFFIC AND TRANSPORTATION COMMISSION
AND TO THE SUSTAINABILITY COMMITTEE
Recommendation: The City Council Ad Hoc Selection Committee recommends the City Council:
A. Appoint Andrew Velebil to the Traffic and Transportation Commission for a
term to expire August 31, 2028; and
B. Appoint Jim Lam to the Sustainability Committee for a term to expire
January 31, 2029.
Council Assignment Reports
City Councilmembers may serve as representatives on regional organizations. This time is
allocated for reports about their activities. For information about the Council's local,

CITY MANAGER REPORT
PUBLIC COMMENT
The Council has set aside this time for persons who wish to comment on items that are not listed
on the agenda, but are within the jurisdiction of the City Council. Members of the public will have
the opportunity to address the City Council regarding all items on the agenda at the time the
Council considers those items.
General public comment will be taken for 30 minutes and will resume later in the meeting if there
are speakers who did not get an opportunity to speak because of the 30-minute time limit.

The Brown Act prohibits the City Council from taking action on oral requests relating to items that
are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff,
and/or schedule requests for consideration at a subsequent meeting.
CONSENT CALENDAR
All matters listed on the Consent Calendar are considered routine. The City Council may act on
these items by one motion following public comment. Only Councilmembers may pull an item from
the Consent Calendar for discussion, reading of resolutions and ordinances will be waived.
2. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT
OF WHICH THE SAME ARE TO BE PAID, dated March 27, 2025.

3. CITY COUNCIL MINUTES OF MARCH 25, 2025 (REGULAR) AND APRIL 2, 2025

Recommendation: Staff recommends the City Council approve the regular City Council meeting
minutes of March 25, 2025, and the special City Council meeting minutes of
April 2, 2025.

4. ASSIGNMENT AND ASSUMPTION AGREEMENT FOR COMPLETION OF PUBLIC
IMPROVEMENTS FOR TRACT MAP NO. 62814 (FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council enter into a new Assignment and
Assumption Agreement for Completion of Public Improvements for Tract Map
No. 62814 with 365Sanjose.

5. AUTHORIZATION TO AMEND THE EXISTING AGREEMENT WITH LAE ASSOCIATES INC.
FOR PUBLIC WORKS INSPECTION AND CONSTRUCTION MANAGEMENT FOR THE
CITYWIDE RESURFACING PROJECT FOR PUBLIC RESIDENTIAL STREETS LOCATED
BETWEEN ARROW HIGHWAY AND FOOTHILL BOULEVARD, FROM TOWNE AVENUE TO
INDIAN HILL BOULEVARD, C.I.P. 2023-3 (FUNDING SOURCE: STATE GAS TAX FUND)
Recommendation: Staff recommends the City Council authorize the City Manager to amend the
existing agreement with LAE Associates Inc., to increase compensation by
$14,978 using State Gas Tax funds, for a total agreement amount of
$159,542, to complete the Citywide Resurfacing Project.

6. CONSIDER EXTENDING AN URGENCY ORDINANCE TEMPORARILY SUSPENDING
REQUIREMENTS IN THE HOTEL/MOTEL ORDINANCE (CMC CHAPTER 16.101) THAT
INTERFERE WITH HOTELS AND MOTELS RENTING ROOMS TO INDIVIDUALS
DISPLACED BY WILDFIRES IN LOS ANGELES COUNTY (FUNDING SOURCE: GENERAL
FUND)
Recommendation: Staff recommends the City Council:
A. Adopt AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CLAREMONT, CALIFORNIA, ENACTED PURSUANT TO
CALIFORNIA GOVERNMENT CODE SECTIONS 36934 AND 36937
EXTENDING TEMPORARY SUSPENSION OF REQUIREMENTS IN THE
HOTEL/MOTEL ORDINANCE (CMC CHAPTER 16.101) THAT INTERFERE
WITH HOTELS AND MOTELS RENTING ROOMS TO GUESTS DISPLACED
BY WILDFIRES IN LOS ANGELES COUNTY (Ordinance No. 2025-01) to
automatically terminate on July 1, 2025; and
B. Find this item is exempt from environmental review under the California
Environmental Quality Act (CEQA).
