Clarinda City Council Minutes Wednesday, November 9, 2022 City Hall – 5 p.m. The Clarinda City Council met at City Hall on November 9, 2022, at 5:00 p.m. Mayor Craig Hill presided at the meeting with the following Council Members present: Jeff McCall, Austin Ascherl, Kaley Neal, Jamie Shore and Matt Ridge. Mayor Craig Hill asked for all to recite the Pledge of Allegiance Adopt Agenda Motion by McCall to adopt the agenda. Seconded by Ridge. Vote was unanimous. Staff Announcements Mayor Hill congratulated and thanked Police Chief Keith Brothers with a plaque for 40 years of service for the City of Clarinda Police Department. Police Chief Keith Brothers thanked everyone, especially his family who helped him accomplish his 40 years of service. Brothers stated he has been privileged to work in the City of Clarinda community and thankful for all the personal and professional relationships he has made. Fire Chief Roger Williams thanked the council for approving Tyler McKinnon as a new firefighter. Williams also stated that he has 3 new volunteers that will be attending a fire fighter certification class. Consent Agenda Councilor Ascherl made a motion to approve the Consent Agenda consisting of the (a) October 26,2022, Regular Council Minutes, (b) License & Permits (c) October Warrants & October Financial Statements. Seconded by Shore. Vote was unanimous. Approve Pay Application No. 33 for $41, 786.70 to Building Crafts, Inc. for Clarinda Wastewater Treatment Facility Improvements Manager McClarnon stated after this pay application there will be only $10,000.67 retainage left. There is 1 punch item needed to be done before the engineer will consider the project complete. Motion by McCall to Approve Pay Application No. 33 for $41,786.70 to Building Crafts, Inc. for Clarinda Wastewater Treatment Facility Improvements. Seconded by Neal. Vote was unanimous. Approve Pay Application No. 3 for $13,108.78 to Omni Engineering for Glenn Miller Avenue Improvements Manager McClarnon stated Omni Engineering finished milling and replacing the section of street that needed replaced. After this pay application there will be $5911.45 left in retainage. Motion by Shore to Approve Pay Application No. 3 for $13,108.78 to Omni Engineering for Glenn Miller Avenue Improvements. Seconded by Ridge. Vote was unanimous Change November 23, 2022 Council Meeting to November 22,2022 at 5:00 p.m., if needed Manager McClarnon asks the council every year to change the last meeting of the month in November from the Wednesday before Thanksgiving to the Tuesday before Thanksgiving. Motion by McCall to Change November 23,2022 Council Meeting to November 22, 2022 at 5:00 p.m. if needed. Seconded by Ridge. Vote was unanimous. Council Communications Councilors McCall, Ascherl, Neal, Ridge, and Shore thanked and congratulated Police Chief Brothers for his dedication and years of service. Manager Communication Manager McClarnon thanked Police Chief Brothers for his 40 years of service. McClarnon stated that a water main break required a boil advisory to be issued November 8, 2022 for 8th street to 10th street between Garfield Street and Hwy 2 bypass. McClarnon also mentioned that the recent rain helped the river levels rise to a more comfortable level. Mayor Communications Mayor Hill wished everyone a Happy Thanksgiving and safe travels. Hill thanked the public works Department for bringing the Santa house to the square. Mayor Hill thanked and congratulated Police Chief Brothers for his years of service.
