Wednesday, September 27, 2023
City Hall – 5 p.m.
The Clarinda City Council met at City Hall on September 27,2023, at 5:00 p.m. Mayor Craig Hill presided over the meeting
with the following Council Members present: Jeff McCall, Austin Ascherl, Kaley Neal, Matt Ridge, and James Shore.
Mayor Craig Hill Asked for all to recite the Pledge of Allegiance
Adopt Agenda
Motion by McCall to adopt the agenda. Seconded by Neal. Vote was unanimous.
Consent Agenda
Councilor Ascherl made a motion to approve the Consent Agenda consisting of (a) September 13,2023 Regular Council
Minutes (b) Ice House Liquor License and El Torro Liquor License. Seconded by Ridge. Vote was unanimous.
Discussion/Action Regarding Military Banners
Colleen Strong represents the Veterans Banner Program in Clarinda and she presented to the council a project to hang
veterans banners on the Clarinda Boulevard light poles. Strong stated that the banners would hang from Memorial Day
through Veterans Day. Previously, the council expressed some concerns about the older poles being able to hold the
banners and potential vandalism. Strong stated the size of the banners would be decreased to 16” x 20”. The families
would be responsible for any damage that might occur to the banners.
Mayor Hill asked for the city workers to supervise the volunteers who have offered to install the brackets on the poles.
Ridge expressed concerns about the banners being displayed for too long and people tend to just drive by and becoming
“noise”. Ridge didn’t feel the size would be large enough for people to see the veteran’s information on the banner.
Motion by Ascherl to Approve Military Banners on the Boulevard poles pending insurance, changing the size of the
banners to 16” x 20”, the city not being liable for any damage to the banners and the volunteers performing all the work.
Seconded by McCall.

Nay: Ridge
Motion passed.
Action Regarding Resolution for Two (2) Year Tax Abatement on Development Within the City-Wide Urban
Revitalization District for Improvements at 911 South 17th Street #4 for Bonnie Sanders.
Motion by Neal to Approve Resolution #2068 for a Two (2) Year Tax Abatement on Development Within the City-Wide
Urban Revitalization District for Improvements at 911 South 17th Street #4 for Bonnie Sanders. Seconded by Ridge.
Roll Call:

Nay: None
Abstain: Shore
Motion carried.
Public Hearing for Plans, Specifications, and Opinion of Probable Construction Costs for City of Clarinda Alley
Improvements Project
Mayor Hill opened the public meeting for Plans, Specifications, and Opinion of Probable Construction Costs for City of
Clarinda Alley Improvements Project at 5:20 p.m. Manager McClarnon stated the council approved this earlier in the year
and no bids were received at that time for this project. McClarnon stated that the City is again advertising for bids. The
Bid letting will be held Tuesday October 17, 2023, at 11:00 a.m. McClarnon posted the required notices in the newspaper
as required by law and did not receive any oral or written statements. Mayor Hill closed the hearing at 5:22 p.m.
Action Regarding Resolution Approving Plans, Specifications and Opinion of Probable Construction Costs for City
of Clarinda Alley Improvements Project
Motion by Shore to Approve Resolution #2069 Approving Plans, Specifications and Opinion of Probable Construction
Costs for City of Clarinda Alley Improvements Project. Seconded by Neal.

Action Regarding Resolution Approving IDOT 2023 Street Finance Report and Authorizing City Manager to Sign
Same
Manager McClarnon stated this report is required by the State of Iowa to report on how the City uses Road Use Tax
Funds. Motion by McCall to Approve Action Regarding Resolution #2070 Approving IDOT 2023 Street Finance Report
and Authorizing City Manager to Sign Same. Seconded by Ascherl. Vote was unanimous.
Capital Projects Planning Workshop
Manager McClarnon presented the council with preliminary numbers for Capital Projects Planning. No action was taken.
Manager Communications
Manager McClarnon stated he received word that papers from Councilor Neal and Councilor Ascherl were turned into the
Auditor’s office to run for City Council and that the third candidate will be a write in. McClarnon wanted to remind
everyone to be safe during the Homecoming parade on Friday September 29, 2023 and Band Jamboree on Saturday
September 30, 2023.
Mayor Communications
Mayor Hill also reminded the community about Homecoming on Friday and Band Jamboree on Saturday.
