Wednesday, October 9, 2024
City Hall – 5:15 p.m.
The Clarinda City Council met at City Hall on October 9, 2024, at 5:15 p.m. Mayor Craig Hill presided over the
meeting with the following Council Members present: Jayne Wilson, Austin Ascherl, Kaley Neal and James Shore.
Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance.
Adopt Agenda
Motion by Ascherl to Adopt the Agenda. Seconded by Neal. Vote was unanimous.
Staff Announcements
Lied Public Library Director, Andrew Hoppmann communicated that 2 library staff members are attending the
Iowa Library Conference in Des Moines this week. Hoppmann also communicated that the library attendance is up
32% from last year and when looking at September 2023 compared to September 2024, attendance has doubled.
Hoppmann also mentioned that guitarist Peter Fletcher will be holding a concert at the Library on October 14,
2024 at 6:30 p.m. Lastly, Hoppmann stated that on October 21, 2024, at 10:00 a.m. the library will be hosting an
open house celebrating 20 years at their current location, and library staff will be serving hot apple cider with
snacks. Hoppmann invited the Council to attend the celebration.
Consent Agenda
Motion by Shore to approve the consent agenda consisting of (a) September 25, 2024, Regular Council Minutes (b)
September Warrants and September Financials. Seconded by Wilson. Vote was unanimous
Public Hearing for Disposal of Real Property located at 12th Street and Garfield Street
Mayor Hill opened the Public Hearing at 5:19 p.m. for Disposal of Real Property located at 12th and Garfield Street.
Manager McClarnon stated there were no oral or written comments and that the notice was published in the paper
as required by law. Mayor Hill closed the Public Hearing at 5:20 p.m.
Discussion/Action Regarding Resolution to Dispose of Real Property at 12th Street and Garfield Street
Motion by Ascherl to approve Resolution #2112 to Authorize the Disposal of Real Property located at 12th Street
and Garfield Street to Joshua D Weed, Lindsay A Weed, and Lonnie Francis Weed for $8,930.00. Seconded by
Wilson.

Public Hearing for Disposal of Real Property located at 8th Street and Highway
Mayor Hill opened the Public Hearing at 5:21 for Disposal of Real Property located at 8th Street and Highway 2.
Manager McClarnon stated there were no oral or written comments and that the notice was published in the paper
as required by law. Mayor Hill closed the public hearing at 5:22 p.m.
Discussion/Action Regarding Resolution to Dispose of Real Property at 8th Street and Highway 2
Motion by Shore to approve Resolution #2113 to Dispose of Real Property at 8th and Highway 2 to AVE-PLP
Properties, LLC for $50,000.00. Seconded by Neal.

Discussion/Action Regarding Closure of West Willow Street from 16th Street to 20th Street on October 31st
for Halloween
Hailey Kane, resident at 215 West Willow, requested permission from the council to close West Willow Street from
16th to 20th Street from 5:00 p.m. to 8:00 p.m. on October 31, 2024, for Trick or Treating. Motion by Neal to
approve Closure of West Willow Street from 16th Street to 20th Street on October 31st for Halloween. Seconded by
Ascherl. Vote was unanimous.
Discussion/Action Regarding Authorization for Paula Gray to Conduct all City of Clarinda Bank Account
Business for Clarinda Bank Iowa Accounts
Motion by Wilson to approve Authorization for Paula Gray to Conduct all City of Clarinda Bank Account Business
for Clarinda Bank Iowa Accounts. Seconded by Ascherl. Vote was unanimous.
Capital Project Planning Workshop
Manager McClarnon reviewed with the City Council the proposed Capital Projects for the City of Clarinda for the
current year and future years.
Manager Communications
Manager McClarnon stated the North 16th street bridge was closed for 2 days for soil boring samples. McClarnon
stated that he had a meeting with CYC about the dog park at Schenck’s Lake. CYC received a grant for a fence for the
dog park project. Public Works Director Adam Brown and his city crew will install the fence for the dog park.
McClarnon thanked Adam Brown for his work on the dog park. McClarnon stated that City Hall has received two
letters of intent for the vacant councilor’s position.
Mayor Communications
Mayor Hill expressed his delight that Band Jamboree went smoothly. Hill reminded everyone that Craft Carnival
will be in two weeks and to be aware of the extra traffic.

Motion by Neal to adjourn the meeting at 5:56 p.m. Seconded by Ascherl. Vote was unanimous.
