Clarinda City Council Minutes Wednesday, February 26,2025 Clarinda City Hall – 5:15 p.m. The Clarinda City Council met at Clarinda City Hall on February 26, 2025, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Jayne Wilson, Austin Ascherl, Kaley Neal, Kerry Clark and Jamie Shore. Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance. Adopt Agenda Motion by Neal to Adopt the Agenda. Seconded by Wilson. Vote was unanimous. Consent Agenda Motion by Clark to approve the consent agenda consisting of (a) February 12, 2025, Regular Council Minutes. Seconded by Ascherl. Vote was unanimous Discussion/Action Regarding Proposal to Purchase City-Owned Parking Lot Seth Hudson lives at 120 South 15th Street. Hudson is requesting to purchase half of the city owned parking lot (parcel ID 0831176140000) North of his residence. The council decided to review the information and revisit it at the next meeting on March 12, 2025. No action taken. Clarinda Economic Development Annual Report Clarinda Economic Director, Amy McQueen, presented the 2024 Annual Report for Clarinda Economic Development Corporation. Discussion/Action Regarding Resolution Providing for the Issuance of $3,500,000 General Obligation Corporate Purpose Bonds, Series 2025 and Providing for the Levy of Taxes to Pay the Same Motion by Shore to Approve Resolution #2131 approving the Issuance of $3,500,000 General Obligation Corporate Purpose Bonds, Series 2025 and Providing for the Levy of Taxes to Pay the Same. Seconded by Ascherl. Roll Call: Aye: Wilson, Ascherl, Neal, Clark, and Shore Nay: None Motion carried Budget Workshop Manager McClarnon recapped the last budget workshop for the proposed FY 2026 Budget. McClarnon proposed the budget to decrease the current levy from $18.00 to $17.75, but the residential taxpayers with a $100,000 house value will see an $8.00 dollar per year increase in their property tax amounts. The Commercial and Industrial properties valued at $300,000 and above would see a decrease in their property tax amounts. McClarnon requested suggestions for changes to the budget. After further discussion, McClarnon stated that the public hearing for the proposed property tax levy will be held on March 26, 2025 at 5:00 p.m. No action taken. Action Regarding Resolution Setting Time and Place for a Public Hearing Concerning a Tax Statement Showing the Proposed Tax Levies for Fiscal Year 2025-2026 Budget Motion by Wilson to approve Resolution #2132 for a Max Levy Rate Public Hearing on March 26th at 5:00 p.m. Concerning a Tax Statement Showing the Proposed Tax Levies for Fiscal Year 2025-2026 Budget. This separate meeting will be adjourned, and the regular council meeting will start at 5:15 p.m. Seconded by Clark. Roll Call: Aye: Wilson, Ascherl, Neal, Clark, and Shore Nay: Motion Carried Council Communications Council Member Ascherl requested the community keep the Wilmes family in their thoughts and prayers after their tragic loss.. Manager Communications Manager McClarnon reminded everyone they are invited to the Clarinda Police Department Police Memorial service on Tuesday, May 13th, at 2:00 p.m. McClarnon thanked the Public Works Department for the last snow removal. McClarnon thanked the Fire Department for their service with the Wilmes vehicle accident. McClarnon stated that he is looking at proposing new sewer rates as the sewer account is not making the State mandated profit amount at this time. Mayor Communications Mayor Hill said he met with Brenna Bird, Iowa Attorney General, at Lisle Corporation. Hill announced that there is a Dementia workshop on Thursday, February 27, 2025 at the Lied Center at 2:00 p.m. Mayor Hill thanked Harry Ridnour for his years of service and congratulated him on his retirement.
