Clarinda City Council Minutes Wednesday, August 13, 2025 Clarinda City Hall – 5:15 p.m. The Clarinda City Council met at Clarinda City Hall on August 13, 2025, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Austin Ascherl, Kaley Neal, Kerry Clark, and James Shore. Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance. Adopt Agenda Motion by Neal to Adopt the Agenda. Seconded by Clark. Vote was unanimous. Consent Agenda Motion by Ascherl to approve the Consent Agenda consisting of (a) July 23,2025 Regular Council Minutes. (b) Hy- Vee, Inc. Liquor License (c) July Warrants and July Financial Statements. Seconded by Neal. Vote was unanimous Discussion/Action Regarding Blocking off a portion of Willow Street for a Street Dance Cheryl Campbell requested blocking off a portion of Willow Street on August 23rd from 6 p.m. until 8 p.m. for a street dance for Clarhaven. Motion by Ascherl to approve blocking off a portion of Willow Street for a Street Dance on August 23, 2025 from 6 p.m. until 8 p.m., pending proof of insurance Seconded by Clark. Vote was unanimous Discussion /Action Regarding Setting Date for Fall Clean-up Days Clarinda Foundation offered to fund a city-wide fall clean up days. Manager McClarnon requested September 4th and September 5th from 7:00 a.m. until 3:30 p.m. A new addition to clean-up days will be providing The Paper Tiger Shredder company service on Friday, September 5th from 10 a.m. until noon. Motion by Shore to approve September 4th and 5th for fall clean-up days. Seconded by Ascherl. Vote was unanimous Discussion/Action Regarding Purchase of 2023 Bobcat Mini Excavator for $65,000.00 Motion by Shore to purchase Luke McClarnon’s 2023 Bobcat Mini Excavator for $65,000.00. Seconded by Clark. Vote was unanimous Discussion/Action Regarding Resolution Approving and Accepting Temporary and Perpetual Easements for North 16th Street Bridge Project. Motion by Ascherl to approve Resolution #2144 Approving and Accepting Temporary and Perpetual Easements for North 16th Street Bridge Project from property owners Kris Davies and the Clarinda Country Club. Seconded by Shore. Roll Call: Aye: Ascherl, Neal, Clark, and Shore Nay: None Motion Carried Discussion/Action Regarding Approval of Funding for Turn Lanes for Development of Hugh and Maxine Loudon Business Park Motion by Neal to approve funding for Turn Lanes on Highway 2/71 bypass between 8th Street and Schenck Road for Development of Hugh and Maxine Loudon Business Park. Seconded by Ascherl. Vote was unanimous First Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending the Fireworks Subsection Manager McClarnon presented the first draft for amending the Fireworks Subsection. The revised Ordinance allows the use of Fireworks from July 1st to July 3rd from 9 a.m. until 10:00 p.m. and on July 4th from 9 a.m. until 11:00 p.m. Motion by Clark to approve the First Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending the Fireworks Subsection. Seconded by Shore. Roll Call: Aye: Ascherl, Neal, Clark, and Shore Nay: None Motion carried Discussion/Action Regarding Consideration of one of two options to fill vacancy of Council Member to fill the unexpired term of Jayne Wilson (Iowa Code 372.13) Motion by Ascherl to Appoint a new Council Member at the September 10, 2025, council meeting to fill the unexpired term of Council Member Jayne Wilson (Iowa Code 372.13). Seconded by Clark. Vote was unanimous. Manager Communications Manager McClarnon thanked Jayne Wilson for serving on the City Council. McClarnon communicated that the airport T-Hangers are almost completed. McClarnon updated the Council on the IRS audit for the City of Clarinda 1099’s. Mayor Communications Mayor Hill suggested the council look over the Flyer Andrew gave out for this year’s summer programs at the library. Mayor Hill thanked Jayne Wilson for serving on the City Council and hopes she enjoys her new job at the Police Station. The new school year will begin August 25, 2025. Mayor Hill reminded the community to be patient with the children and parents if you are traveling near the schools. Hill mentioned the back-to-school bash will be held August 18th from 4:30 p.m. to 6:30 p.m. along with the CRHC fun run. Hill stated that the High School Girl’s Tennis has moved from Spring to Fall, and August 25th at 6:00 p.m. Page County will hold a meeting on redistricting.
