Main Street, Clarksburg, West Virginia at 6:00 pm Order of Business 1) Roll Call 2) Prayer and Pledge (Councilmember Howe) 3) Presentation – Proclamation (Domestic Violence Awareness Month) 4) Approval of Minutes: Regular Session – October 2, 2025 5) Petitions, Communications and Public Hearings 6) Unfinished Business: a) Consideration of Second and Final Reading and Public Hearing of an Ordinance of the City of Clarksburg to Amend Zoning Ordinance to Rezone and Reclassify 1400 N. 19 th Street from R-3 to R-2 b) Consideration of Second and Final Reading and Public Hearing of an Ordinance of the City of Clarksburg to Amend Zoning Ordinance to Rezone and Reclassify 443 Lee Avenue from R-4 to R-2 7) New Business: a) Consideration of adoption of a Resolution which would set a public hearing date, authorize publication of a Notice of Public Hearing and the providing of a copy of the Notice of Public Hearing to the West Virginia Division of Economic Development and the local levying bodies with respect to a proposed Tax Increment Financing Application to amend the boundaries and approve an amended plan for City of Clarksburg Redevelopment District No. 1 b) Consideration of adoption of a Resolution which would set a public hearing date, authorize publication of a Notice of Public Hearing and the providing of a copy of the Notice of Public Hearing to the West Virginia Division of Economic Development and the local levying bodies with respect to a proposed Tax Increment Financing Application to create the City of Clarksburg Redevelopment District No. 2 – Waldo Hotel and approve a Project Plan therefore  c) Consideration of adoption of a Resolution which would set a public hearing date, authorize publication of a Notice of Public Hearing and the providing of a copy of the Notice of Public Hearing to the West Virginia Division of Economic Development and the local levying bodies with respect to a proposed Tax Increment Financing Application to create the City of Clarksburg Redevelopment District No. 3 – Goff Building and approve a Project Plan therefore d) Consideration of a budget revision to the allocation of funds to the Senior Citizens Center to be used as needed rather than café-use only e) Consideration of a Memorandum of Understanding Between the City of Clarksburg and the Harrison County Board of Education Regarding the Use of Pool Facilities for School Swim Teams f) Consideration of the approval of the funding of an opioid grant request submitted by Healthy Harrison, Inc. in the amount of $10,000 for the use of education per the Committee’s recommendation g) Discussion regarding the YMCA (Executive Session anticipated) 8) Council Comments 9) Adjournment
