NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CLARKSVILLE, TENNESSEE: That the Mayor, or his/her designee, may negotiate and enter into an agreement for the purchase of any necessary property rights from affected property owners for the Northeast Connector, and further, that if agreements cannot be reached on a reasonable purchase price in a timely manner, then the Mayor, acting through the City Attorney or his designee, and on behalf of the City of Clarksville, is hereby authorized to exercise the right of eminent domain and institute a condemnation action in the appropriate court for acquisition of any necessary property rights from affected property owners for the Northeast Connector Project, and said negotiations, acquisitions, and/or exercise of the right of eminent domain should be performed in compliance with Tennessee Department of Transportation policies.
