CLARKSVILLE CITY COUNCIL SPECIAL SESSION JANUARY 14, 2021 MINUTES CALL TO ORDER A special session of the Clarksville City Council was called to order by Mayor Joe Pitts on Thursday, January 21, 2021, at 4:30 p.m. in City Council chambers, 106 Public Square, Clarksville, Tennessee. This meeting was conducted in person, via Google Meets, and live streamed on cityofclarksville.com A prayer was offered by Councilperson Wanda Allen; the Pledge of Allegiance was led by Councilperson DaJuan Little. ATTENDANCE IN PERSON: Richard Garrett, Mayor Pro Tem (Ward 1), DaJuan Little (Ward 3), Jason Knight (Ward 5), Wanda Smith (Ward 6), Wanda Allen (Ward 8), Ashlee Evans (Ward 11; arrived 3:38 p.m.), Trisha Butler (Ward 12) GOOGLE MEETS: Vondell Richmond (Ward 2), Wallace Redd (Ward 4), Travis Holleman (Ward 7), Karen Reynolds (Ward 9; joined late), Stacey Streetman (Ward 10) APPROVAL OF ELECTRONIC MEETING “In order to comply with the technical aspects of the Governor’s Executive Order regarding holding open meetings in a forum other than in the open and in public, this governing body determines that meeting electronically is necessary to protect the health, safety, and welfare of its citizens due to the COVID-19 outbreak.” Councilperson Smith made a motion to approve the electronic meeting. The motion was seconded by Councilperson Holleman. The following vote was recorded: AYE: Allen, Butler, Garrett, Holleman, Knight, Little, Pitts, Redd, Richmond, Smith, Streetman NOTE: Councilperson Evans and Councilperson Reynolds did not respond to this vote. PRESENTATION REGARDING CITY ETHICS CODE City Attorney Lance Baker reviewed the City of Clarksville Ethics Code, noting the Code was governed by Tennessee State Law, the City’s Official Charter, and the Clarksville City Code. Mr. Baker answered questions from members of the City Council including clarification of definitions of some terms in the Code, use of email, and situations involving perceptions of conflicts of interest. NOTE: Councilperson Smith left the meeting at 3:48 p.m. PRESENTATION REGARDING OPEN MEETINGS & OPEN RECORDS LAWS Elisha Hodge, Municipal Technical Advisory Service reviewed the Tennessee Open Meetings Law and the Tennessee Open Records Law. Ms. Hodge and Mr. Baker answered questions from members of the City Council including recommendations for hosting ward town hall meetings. ADJOURNMENT The meeting was adjourned at 5:39 p.m. ADOPTED: February 4, 2021
