CLARKSVILLE CITY COUNCIL SPECIAL SESSION MAY 17, 2021 MINUTES CALL TO ORDER A special session of the Clarksville City Council was called to order by Mayor Joe Pitts on Monday, May 17, 2021, at 4:30 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. A prayer was offered by Councilperson DaJuan Little; the Pledge of Allegiance was led by Councilperson Ashlee Evans. ATTENDANCE PRESENT: Richard Garrett, Mayor Pro Tem (Ward 1), Vondell Richmond (Ward 2), DaJuan Little (Ward 3), Wallace Redd (Ward 4), Jason Knight (Ward 5), Wanda Smith (Ward 6), Travis Holleman (Ward 7), Wanda Allen (Ward 8), Karen Reynolds (Ward 9), Stacey Streetman (Ward 10), Ashlee Evans (Ward 11), Trisha Butler (Ward 12) TRANSPORTATION 2020+ PLAN Mayor Joe Pitts shared updated information regarding the 2020+ Transportation Plan and announced a property tax increase of 20 cents would be proposed to fund the Plan. He said as a result of public input, Phase 1of the Needmore Road/Boy Scout Road to Tiny Town Road project, Memorial Extension/Old Farmers Road/Trough Springs Road project, and Highway 48/13 Sidewalk project had been moved to Tier 1 of the Plan. He noted all projects would be eligible for grant funding. Mayor Pitts highlighted the General Obligation Debt and explained how the 20 cent property tax would generate approximately $6.9 million annually to pay debt service on the Plan. He said property taxes would increase $83.67 per year on the City’s average appraised value of $166,997. FY22 BUDGET Chief Financial Officer Laurie Matta shared an overview of the City’s proposed FY22 Budget. She noted the entire budget includes 14 governmental funds, 7 enterprise funds, and 3 internal service funds. She said that as of 2020 revenues were not meeting expenditures based on the current $1.0296 tax rate. Ms. Matta said the 20 cent property tax increase would not fund the 2.5% employee pay increase. She said the City had received Federal COVID-19 Pandemic funds, but all were with restrictions. ADJOURNMENT There were no discussions or votes during this special session; the meeting was adjourned at 5:25 p.m. ADOPTED: June 3, 2021
