CLARKSVILLE CITY COUNCIL SPECIAL SESSION January 12, 2022, 6:00 P.M. MINUTES CALL TO ORDER The regular session of the Clarksville City Council was called to order by Mayor Joe Pitts on Wednesday, January 12, 2022 at 6:00 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. The First Lady, Cynthia Pitts, led everyone in prayer; the Pledge of Allegiance was led by Mayor Pro Tem Smith. ATTENDANCE PRESENT: Brian Zacharias (Ward 1) Vondell Richmond (Ward 2), DaJuan Little (Ward 3), Wallace Redd (Ward 4), Ambar Marquis (Ward 5), Wanda Smith (Ward 6), Travis Holleman (Ward 7), Wanda Allen (Ward 8) Karen Reynolds (Ward 9), Stacey Streetman (Ward 10), Ashlee Evans (Ward 11), Trisha Butler (12) 3) CONSENT AGENDA City Clerk All items in this portion of the agenda are considered to be routine and non-controversial by the Council and may be approved by one motion; however, a member of the Council may request that an item be removed for separate consideration under the appropriate committee report: 1. ORDINANCE 60-2021-22 (Second Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Reda Home Builders, Inc. for Zone Change on property located at the intersection of Twin Rivers Rd. and Nolen Rd. from R-1 Single Family Residential District to R-4 Multiple Family Residential District  2. ORDINANCE 64-2021-22 (Second Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Quiktrip Corp. for Zone Change on property located north of Rossview Rd., west of I-24, & east of the Rossview School Complex from C-4 Highway Interchange District to C-2 General Commercial District 5. ORDINANCE 65-2021-22 (Second Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Winn Properties LP for Zone Change on property located at the intersection of Martin Luther King, Jr. Blvd & Fire Station Rd. from C-4 Highway Interchange District to C-2 General Commercial District 6. ORDINANCE 66-2021-22 (Second Reading) Amending the City Zoning Ordinance of the City of Clarksville, Tennessee, as it pertains to Planned Unit Developments and Mixed Use Planned Unit Developments 7. ORDINANCE 68-2021-22 (Second Reading) Accepting the donation of certain real property from the Christian Family to the City of Clarksville for right-of-way purposes for the Spring Creek Parkway 8. RESOLUTION 37-2021-22 Approving appointments to the Access Board of Appeals, Airport Liaison Committee, Human Relations Commission, and Regional Planning Commision: a. Access Board of Appeals Reappointments: Norm Brumblay (January 2022 - December 2023), Alex Morris (January 2022 - January 2024), and Matthew Kenny (January 2022 - January 2024) b. Airport Liaison Committee: Brian Zacharias (Coterminous, replacing Richard Garrett) c. Human Relations Commission: Catarino Guzman (January 2022 - December 2024), Melissa Schaffner (January 2022 - December 2024), Joe Shakeenab (January 2022 - December 2024), and Denise Smith-Martinez (January 2022 - December 2024) d. Regional Planning Commission: Maria Jimenez (January 2022 - January 2026) Councilmember Zacharias abstained from this item. 9. RESOLUTION 38-2021-22 Approving a certificate of compliance for sale of wine at Publix, 2300 Trenton Road, Clarksville TN 37040 (CPD - No criminal history)  10. Adoption of minutes: December 2 and December 14 Councilperson Reynolds requested ORDINANCE 60-2021-22 and Councilperson Streetman asked that ORDINANCE 64-2021-22 be pulled from the Consent Agenda. Councilperson Allen made a motion to adopt the Consent Agenda with the exception of ORDINANCE 60-2021-22, and ORDINANCE 64-2021-22. The motion was seconded by Councilperson Smith. The following vote was recorded: AYE: Allen, Butler, Evans, Holleman, Little, Marquis, Pitts, Redd, Reynolds, Richmond, Smith, Streetman, Zacharias The motion to adopt the Consent Agenda as amended passed. 6) FINANCE COMMITTEE Councilperson Stacey Streetman 1. ORDINANCE 69-2021-22 (First Reading) Authorizing the donation of Swan Lake tennis court lighting to the Clarksville Academy Finance Committee: Approval Councilperson made a motion to adopt ORDINANCE 69-2021-22 (First Reading). The motion was seconded by Councilperson Holleman. The following vote was recorded: AYE: Allen, Evans, Holleman, Little, Marquis, Pitts, Redd, Reynolds, Richmond, Smith, Streetman, Zacharias NAY: Butler The motion to adopt ORDINANCE 69-2021-22 (First Reading) passed. 2. ORDINANCE 70-2021-22 (First Reading) An ordinance accepting the donation of certain real property from Jeffery D. Burkhart and William L. Belew, Jr. and Michelle Belew to the City of Clarksville for right of way and easement purposes for the Allen Road Intersection Improvement Project Finance Committee: Approval Councilperson Streetman made a motion to adopt ORDINANCE 70-2021-22 (First Reading). The motion was seconded by Councilperson Smith. The following vote was recorded: AYE: Allen, Butler, Evans, Holleman, Little, Marquis, Pitts, Redd, Reynolds, Richmond, Smith, Streetman, Zacharias The motion to adopt ORDINANCE 70-2021-22 (First Reading) passed. 7) PULLED CONSENT ITEMS 1. ORDINANCE 60-2021-22 (Second Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Reda Home Builders, Inc. for Zone Change on property located at the intersection of Twin Rivers Rd. and Nolen Rd. from R-1 Single Family Residential District to R-4 Multiple Family Residential District Councilperson Reynolds made a motion to adopt ORDINANCE 60-2021-22 (Second Reading). The motion was seconded by Councilperson Smith. The following vote was recorded: Councilperson Reynolds expressed traffic concerns of the residents and continues to push for the three-way stop and will be voting no. Councilperson Allen said those concerns are part of the transportation plan and that Council can go back and amend that plan but that this zoning is necessary. Councilperson Reynolds shared the residents feel their concerns have been continuously ignored. Councilperson agreed that the City needs to think about smart growth and put into action but also need to consider what has happened before and other zoning has been approved in the same area. Councilperson Richmond echoed the previous speakers’ comments. The following vote was recorded: AYE: Allen, Butler, Evans, Holleman, Little, Marquis, Redd, Richmond, Smith, Streetman, Zacharias NAY: Pitts, Reynolds The motion to adopt ORDINANCE 60-2021-22 (Second Reading) passed. 2. ORDINANCE 64-2021-22 (Second Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Quiktrip Corp. for Zone Change on property located north of Rossview Rd., west of I-24, & east of the Rossview School Complex from C-4 Highway Interchange District to C-2 General Commercial District Councilperson Streetman made a motion to adopt ORDINANCE 64-2021-22 (Second Reading). The motion was seconded by Councilperson Evans. The following vote was recorded: Councilperson Streetman said she heard from a constituent who lives on Powell Rd. and they were concerned but she shared with them there will be a traffic light Quicktrip will contribute to and that one has to take into consideration what else could potentially be on the property. She spoke with the Street Dept. who confirmed the light will make a significant difference for those living at Powell Road.  AYE: Allen, Butler, Evans, Holleman, Little, Marquis, Pitts, Redd, Reynolds, Richmond, Smith, Streetman NAY: Zacharias The motion to adopt ORDINANCE 64-2021-22 (Second Reading) passed. 9) NEW BUSINESS - There was no new business 10) ADJOURNMENT The meeting was adjourned at 4:46 pm.
