CALL TO ORDER
Regular session of the Clarksville City Council was called to order by Mayor Joe Pitts on
Tuesday, February 22, at 6:00 p.m. in City Council Chambers, 106 Public Square,
Clarksville, Tennessee. A prayer was offered by Councilperson Wanda Smith; the Pledge
of Allegiance was led by Councilperson Trisha Butler.

Councilpersons Allen and Redd asked about the Red Rule and it was explained that the
original ordinance was different and this is an amendment so that would take care of the
Red Rule.
Councilperson Allen made a motion to postpone ORDINANCE 95-2021-22 (First
Reading) to the May Regular Session. Councilperson Marquis seconded.

9) GAS & WATER COMMITTEE Chairperson Wallace Redd
1. Department Report: Chairperson Redd mentioned the office on Cunningham Lane. The
Call Center handled 9,082 calls, the Service Dept. completed 4,329 work orders and the
Billing Division read over 100,000 meters with a 99.9% accuracy rate.
10) NEIGHBORHOOD & COMMUNITY SERVICES COMMITTEE Chairperson Stacey Streetman
1. Department Report: Chairperson Streetman mentioned the 2022 CDBG application
process. The staff will conduct public meetings for the 2022-2023 fiscal year and the dates
are posted on the department's web page.
11) PARKS & RECREATION COMMITTEE Chairperson Travis Holleman
1. Department Report: Chairperson Holleman reported on the summer youth program and
upcoming events and that the next term of the Mayor’s Youth Council is accepting
applications.
12) PUBLIC SAFETY COMMITTEE Chairperson Travis Holleman
1. Department Reports: Chairperson Holleman reported that CPD had 1,910 calls and
mentioned open positions and 7 officers graduated from the academy and 17 vacancies.
CFR had 1,279 calls. Building and Codes had 3,467 inspections and 73 single family
permits and 35 commercial permits.
13) TRANSPORTATION-STREETS-GARAGE COMMITTEE Chairperson Wanda Smith
1. Department Reports: Chairperson Smith reported that CTS reported over 42,000
passengers in March. She also mentioned fares can be purchased on the CTS app. Work
orders for the Street Dept were 85. The Garage dept. had 447 work orders.

1. RESOLUTION 59-2021-22 Requesting the Regional Planning Commission to initiate,
prepare and consider an ordinance to amend the zoning code map to rezone certain
property within Ward 6 Councilperson Smith
With no objection, this item was moved to be heard prior to the Consent Agenda.
