CLARKSVILLE CITY COUNCIL REGULAR SESSION November 3, 2022, 6:00 P.M. MINUTES PUBLIC COMMENTS ● 5:55 pm: Mrs. Paula Gullett: Mrs. Gullet asked the Council to reconsider adding repealing SB 1257 to the Legislative Liaison Agenda items for consideration. CALL TO ORDER Regular session of the Clarksville City Council was called to order by Mayor Joe Pitts on Thursday, November 3, at 6:00 p.m. in City Council Chambers, 106 Public Square, Clarksville, Tennessee. A prayer was offered by Councilperson Trisha Butler; the Pledge of Allegiance was led by Councilperson Wallace Redd ATTENDANCE PRESENT: Brian Zacharias (Ward 1), Vondell Richmond (Ward 2), DaJaun Little (Ward 3), Wallace Redd (Ward 4) Ambar Marquis (Ward 5), Wanda Smith (Ward 6), Travis Holleman (Ward 7) Wanda Allen (Ward 8), Karen Reynolds (Ward 9), Stacey Streetman (Ward 10), Joe Shakeenab (11), Trisha Butler (Ward 12) SPECIAL RECOGNITION 1. Councilperson Holleman recognized Geno Grubbs for his service to the community 2. Councilperson Wanda Allen presented a proclamation declaring World Orphan Day 3. Councilperson Streetman recognized the interns for SAFE who are attending as part of their internship 4. Mayor Pitts recognized Angel Goike from Gas and Water for her achievement as the 2022 Tennessee Department of UtilityDistricts (TAUD), Professional Women of the Year Award 5. Mayor Pitts presented a joint proclamation to Travis Electrical Service declaring the week of November 14 as National Apprenticeship Week 1 PLANNING COMMISSION Councilperson Stacey Streetman PLANNING COMMISSION PUBLIC HEARING 1. ORDINANCE 37-2022-23 (First Reading) (Deferred 10-6-22) Amending the Zoning Ordinance and Map of the City of Clarksville, application of George R. Fleming, Co-Trustee of George R. Fleming Sr. Testamentary Trust, for Zone Change on property located at the intersection of Rossview Rd & Basham Ln from R-1 Single Family Residential District to PUD Planned Unit Redevelopment Residential District RPC: Approval/Approval Mr. Rocconi spoke for and asked that the Council return this item to the RPC to they can submit a new plan. Mr. Hedrick also spoke for. Mr. Reda spoke against with concerns of infrastructure (traffic). Mr. Burnett also spoke against with concerns of affordability and traffic. Rebuttal: Mr. Rocconi stated the revenue and taxes that will be brought in. Mr. Kevin Lee spoke in surrebuttal regarding concerns of safety/traffic. 2. ORDINANCE 47-2022-23 (First Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Aon Construction, for Zone Change on property located at the intersection of Riverside Dr & Barker St from R-3 Three Family Residential District to R-6 Single Family Residential District RPC: Approval/Approval Mr. Scott Jones spoke for. No one spoke against 3. ORDINANCE 48-2022-23 (First Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Bill Pollard - Wade Hadley, Agent, for Zone Change on property located at the intersection of Dover Rd (US Hwy 79) & Kelsey Dr from R-1 Single Family Residential District/C-2 General Commercial District to C-5 Highway & Arterial Commercial District RPC: Approval/Approval No one spoke for or against 4. ORDINANCE 49-2022-23 (First Reading) Amending the Zoning Ordinance and Map of the City of Clarksville, application of Yogeshkumar Patel, for Zone Change on property located at the intersection of Trenton Rd & Welchwood Dr from R-1 Single Family Residential District to R-2 Single Family Residential District RPC: Disapproval/Disapproval Mr. Garrett spoke for and handed out a packet for council. Mr. Butts spoke against, with concerns of zoning change and sinkholes, and potential drainage issues that may be caused. 2 5. ORDINANCE 50-2022-23 (First Reading) Amending the Ordinance and Map of the City of Clarksville, application of Universal Exports, LLC, for Zone Change on property fronting the western terminus of Prewitt Ln south of Prewitt Ln & west of Whitfield Rd from AG Agricultural District to R-4 Multiple Family Residential District RPC: Approval/Approval No one spoke for or against. ADOPTION OF ZONING PLANNING COMMISSION PUBLIC HEARING 1. ORDINANCE 37-2022-23 (First Reading) (Deferred 10-6-22) Amending the Zoning Ordinance and Map of the City of Clarksville, application of George R. Fleming, Co-Trustee of George R. COMMITTEE REPORTS FINANCE COMMITTEE Chairperson Stacey Streetman 1. ORDINANCE 9-2022-23 (First Reading) (postponed 9-1-22) An Ordinance amending the Official Code of Ordinances of the City of Clarksville, Tennessee, Title 4, (Building, Utility and Housing Codes), Chapter 3, to add new Section 4-315, 4-316 and 4-317, establishing an Electrical and Mechanical Board. Councilperson Holleman Finance: Approval 6 Councilperson Streetman made a motion to adopt ORDINANCE 9-2022-23 (First Reading). Councilperson Holleman seconded. The following vote was recorded: AYE: Allen, Butler, Holleman, Little, Marquis, Pitts, Redd, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias The motion to adopt ORDINANCE 9-2022-23 (First Reading) passed. GAS & WATER COMMITTEE Chairperson Wallace Redd 1. Chairperson Redd reported that the Call Center handled 11,177 calls, the Service Dept completed 5,557 work orders and the Billing Division read 107,234 meters with an accuracy rate of 99.9%. NEIGHBORHOOD & COMMUNITY SERVICES COMMITTEE Chairperson Stacey Streetman 1. Chairperson Streetman reported the Neighborhood Services dept hosted a costume contest at the mall and also reported on the lead safe community grant and that applications are currently being accepted. PARKS & RECREATION COMMITTEE Chairperson Travis Holleman 1. Chairperson Holleman reported on upcoming events. PUBLIC SAFETY COMMITTEE Chairperson Travis Holleman 1. Chairperson Holleman reported that CPD responded to 12,306 calls and that they are currently hiring. CFR had 1,540 total calls and Building and Codes Construction Division had 2,214 inspections and 40 commercial permits. TRANSPORTATION-STREETS-GARAGE COMMITTEE Chairperson Wanda Smith 1. Chairperson Smith reported that CTS transported 44,097 passengers, and 6,960 senior citizens. The Street Department had 152 work orders. She also reported on the debris pickup through December 5. NEW BUSINESS 1 ORDINANCE 46-2022-23 (First Reading) (postponed from 10-6-22) An Ordinance amending the Operating Budgets for Fiscal Year 2023 for Governmental Funds (Ordinance 146-2021-22) to provide additional COVID Premium Pay to Four Department Heads 7 Councilperson Allen made a motion to adopt ORDINANCE 46-2022-23 (First Reading). Councilperson Reynolds seconded. Councilperson Redd called for the question. No objections were made. The following vote was recorded: AYE: Allen, Butler, Reynolds, Richmond NAY: Holleman, Little, Marquis, Pitts, Redd, Shakeenab, Smith, Streetman, Zacharias The motion to adopt ORDINANCE 46-2022-23 (First Reading) failed 2. RESOLUTION 39-2022-23 A Resolution approving appointments to the Housing Authority Board, Land Regulation Advisory Committee, Parking Commission, Roxy Board and Tree Board . This item was pulled from the Consent Agenda Councilperson Marquis made a motion to adopt Resolution 39-2022-23. Councilperson Allen seconded. Councilperson Marquis then made a motion to divide the question to have the Parking Commission on a separate vote. The following vote was recorded: AYE: Allen, Butler, Little, Marquis, Pitts, Reynolds, Richmond, Shakeenab, Smith, Streetman, Zacharias The motion to divide the question passed. Councilperson Marquis made a motion to adopt Resolution 39(A)-2022-23 (everything but the Parking Commission). Councilperson Reynolds seconded. The following vote was recorded: AYE: Allen, Butler, Little, Pitts, Reynolds, Richmond, Smith, Streetman, Zacharias Abstain: Marquis, Shakeenab The motion to adopt Resolution 39(a)-2022-23 passed. Councilperson Redd made a motion to postpone Resolution 39(B)-2022-23 to the December Regular Session.. Councilperson Allen seconded. Councilperson Shakeenab called for the question. No objection was made.
