ORDINANCE 51-2022-23 (First Reading) An Ordinance authorizing the Mayor, or his designee, to enter into an agreement and acquire property for a 5  public purpose for expansion of Dixon Park and to swap and convey City of Clarksville property in exchange therefore. GAS & WATER COMMITTEE Chairperson Wallace Redd 1. Chairperson Redd reminded the Council that the required training must be completed by the end of the year. NEIGHBORHOOD & COMMUNITY SERVICES COMMITTEE Chairperson Stacey Streetman 1. Chairperson Streetman reported the FY 23/24 CDBG application process begins on 12/25 and closes on 1/10/23. The application is available online. She also reported the next committee meeting will be Monday, December 12. PARKS & RECREATION COMMITTEE Chairperson Travis Holleman 1. Chairperson Holleman reported on upcoming events. PUBLIC SAFETY COMMITTEE Chairperson Travis Holleman 1. Chairperson Holleman reported that CPD responded to 11,167 calls. CFR responded to 1,527 calls (71% were rescue or medical calls). Building & Codes construction division had 2,515 total inspections, code enforcement had 255 new cases and abatement had 32 work orders. Single family permits totaled 30 and multi family permits totaled 9, and commercial permits totaled 40. TRANSPORTATION-STREETS-GARAGE COMMITTEE Chairperson Wanda Smith 1. Chairperson Smith reported that CTS transported 4,384 citizens for the month of November and 6,254 senior citizens. The Street Department completed 97 work orders and limb and debris picked up totaled 369 and will continue to pick up through December 5. 6 NEW BUSINESS 1. ORDINANCE 56-2022-23 (First Reading) An Ordinance amending the operating budgets for fiscal year 2023 for governmental funds (ordinance 146-2021-22) to remove funding for the roxy regional theater. Councilperson Richmond Councilperson Richmond made a motion to adopt ORDINANCE 56-2022-23 (First Reading). Councilperson Allen seconded the motion. Councilperson Streetman called for the question. Councilperson Redd seconded. Councilperson Allen made a motion to amend ORDINANCE 56-2022-23 (First Reading). Councilperson Marquis seconded the motion. Councilperson Reynolds Councilperson Reynolds shared a spreadsheet on Boards and Commissions and committees, and asked the Mayor to consider breaking up the Streets/Garage/Transportation Committee. She shared her interest in serving on the RPC and Councilmember Redd mentioned his interest in the Roxy Board. 3(a) CONSIDERATION OF RESOLUTION 41-2022-23 A Resolution approving the initiation of a lawsuit regarding the Covid-19 premium pay of David F. Miller; (requires ¾ majority approval of members present and voting) Councilperson Holleman made a motion to consider RESOLUTION 41-2022-23. Councilperson Streetman seconded the motion. MAYOR AND COUNCIL MEMBER COMMENTS 1. Councilmember Streetman said on December 14 from 5:30 - 7:30 pm there will be a planned meeting regarding the Red River Plan at the Burt Cobb Center. 2. Councilmember Allen wished everyone a Merry Christmas. She also asked everyone to be safe with their fireplaces and stoves as it is a high fire season. 3. Councilmember Butler asked that folks be allowed to comment on YouTube. The Mayor said that he checked with communications and it is not blocked on our end. 4.
