Cumberland Plaza revenue is rebounding. Fines and tickets are sil1 lower compared to last year― ―but we are still recovering from a month that we were shut down. Expenses were S42,218‑― a loss for the month of S3,923;and after deprecia● on a netloss of Sll,839. Year to date‐ through June.Remember we haven't closed Jhe year completev→ o thiS is unaudited. For the year,we are at S428,718 ill revellues(doWll S12,156 colllpared to FY19) Expenses are at S346,431‑― ⅣIrs.HamptOn's salary has been correctly accounted for in the year to date salaries/wages. Smart Meter RepOrt: Mrs.Hampton reported that as Jon predicted l‐ 2 sensors are dying per week. VVe are spending a lot of time on maintenance. CALL TO ORDER/OUORIJM CHECK The meeting was called to order by Allen Senseney (via Google Meet). Members present were Morgan Knight (via phone), Ryan Bowie, Carol Clark and Councilman Travis Holleman II. GUEST(S) Michael Palmore-Premier Parking Andrea Herrera OLD BUSINESS Proposal of New Rate Structure: Mr. Senseney does have some concerns on eliminating the first hour free structure. Mr. Bowie clarified that Premier is proposing a courtesy hour plus 15 minutes for $0.25. Mrs. Hampton added that during the Roundtable a few weeks ago-the elimination of firtt hour free wasn't a concern for those in attendance-they were more concerned with offering all day parking on any downtown streets. Mrs. Clark wanted to underttand why the proposal is $1.00 an hour vs $2.00 an hour. Mr. Palmore responded that our goal is to discourage people from taking advantage of parking of the sensors not working properly and parking all day. We want to change the rate structure so that it makes more sense to pay the meter vs receiving a parking ticket. (it would now cost less to pay the meter than receive a ticket). Mrs. Hampton told the Commission we aren't really sure how it would impact revenues at this time (because turnover really isn't occurring now with sensonl not working properly). Our biggest goal at this point is to be able deactivate sensors-for enforcement and customeht. Mr. Bowie clarifred in order to do that there has to be $0.25 paid. Continued conversation on how impacfful the rate change would be ($1.00 per hour vs $2.00 per hourfMrs. Hampton also added that city code gives us the authority to be able to issue every 2 hours (enforcement has been challenging with the sensors). Mr. Bowie asked Mr. Palmore if $6.25 for 4 hours (based on our city size) is reasonable-Mr. Palmore responded no. Mrs. Clark made a motion to deacfivate sensom, charge $0.25 to start a parking session at on street meteN downtown which will pay for I courtesy hour plus 15 minutes with a 4 hour max. Mr. Bowie seconded the motion; all members voted in favor. This change will be effective September 8th.
