PARKING COMMISSION SPECIAL SESSION MINUTES DATE: March 29, 2022 MEETING LOCATION: CITY HALL MAYOR’S CONFERENCE ROOM ONE PUBLIC SQUARE CLARKSVILLE, TN 37040 Ⅰ CALL TO ORDER/QUORUM CHECK The meeting was called to order by Ryan Bowie at 1:02 p.m. Members present were Andrea Herrera, David Shelton, Andy Kean and Councilperson Smith Ⅱ PUBLIC COMMENTS (limit 5 minutes each) No guest comments were made. Ⅲ MANAGER’S REPORT 1. Analog Update Michael Palmore reported that we have 270 working analog meters. We will need 204 for the downtown core, leaving 66 spare meters. We will need to rent a programmer, which cannot be purchased. Estimate for replacement parts and installation costs is $3200. Ⅳ NEW BUSINESS 1. Rates a. Parking Meters Ms. Herrera made a motion to keep rates the same, but rescinded it as the analog meters do not have a way to give the first 1.25 hours for a quarter. Mr. Bowie made a motion to set the rates at $.50 for 15 minutes. Mr. Kean seconded the motion. Mr. Shelton proposed an amendment of $.25 for 10 minutes, or $1.50 per hour. The Council voted to cease discussion and vote on the original motion. There were no votes for the original motion and it failed. Mr. Shelton made a motion for $.25 for 10 minutes, and a maximum of 4 hours, effective May 2, 2022. Ms. Herrera seconded the motion. Mr. Bowie, Ms. Hererra, Mr. Kean, and Mr. Shelton voted in favor, Councilperson Smith voted against, and the motion carried. b. ParkMobil Mr. Bowie moved to keep the ParkMobile rates the same as the analog meters. Ms. Herrera seconded. Councilperson Smith proposed an amendment to the motion to offer 1 hour for $.50 on ParkMobile but there was no second and the amendment failed. Voting on the original motion, votes in favor were Mr. Bowie, Ms. Herrera, Mr. Kean and Mr. Shelton. Voting against was Councilperson Smith, and the motion carried. c. Convenience Fees Ms. Herrera made a motion that the Parking Commission absorb the $.35 convenience fee charged by ParkMobile. There was no second and the motion failed. Councilperson Smith wants the Commission to look for ways to incentivise people to come downtown. Mr. Shelton proposed that we offer promotions from time to time through ParkMobile. Mr. Bowie made a motion to have the citizens absorb the convenience fee. Mr. Kean seconded the motion. Ms. Matta reminded the Commission that they are responsible to charge citizens for services provided. Voting for the customer to absorb the convenience fee, votes in favor were Mr. Bowie, Ms. Herrera, Mr. Kean and Mr. Shelton. Voting against was Councilperson Smith, and the motion carried. Ⅲ PARKING COMMISSIONER COMMENTS Mr. Kean asked to discuss fine collection at the April meeting. Mr. Bowie asked for information about selling the IPS meters at the April meeting. Ⅲ ADJOURNMENT Mr. Shelton made a motion to adjourn, Councilperson Smith seconded, and the meeting was adjourned at 2:16 p.m.
