CALL TO ORDER The meeting of the Parks and Recreation Committee was called to order by Chairperson Guzman at 3:00 p.m. on November 12, 2019, in the City Hall Conference Room. III. ANNOUNCE MEMBERS IN ATTENDANCE Councilperson Travis Holleman Councilperson Vondell Richmond Councilperson Richard Garrett Councilperson Valerie Guzman Councilperson Stacey Streetman Others in attendance: Mayor Pitts, Jennifer Letourneau, Dan Carpenter, Michelle Austin, Cassie Wheeler, Kim and Shaun Shepherd IV. ADOPTION OF MEETING MINUTES ● September 9, 2019 ● October 14, 2019 Councilperson Valerie Guzman made a motion to adopt the minutes as presented. Councilperson Holleman seconded the motion. A voice vote was taken. The motion to adopt the minutes passed without objection. V. COUNCIL ACTION None VI. OLD BUSINESS ● Discussion: TNT Wrestling / Wilma Rudolph Event Center Councilperson Garrett shared with the Committee that Eric Lehman had reached out to him regarding further use of the Wilma Rudolph Event Center. He requested additional information regarding the situation. Parks + Recreation Committee Minutes Page | 2 November 14, 2019 Mayor Pitts shared with the Committee an overview of his concerns and listed the group’s rental violations. He shared that he had spoken to Mr. Anthony Mayweather, the event organizer, regarding the violations. They had both agreed to reevaluate the suspension in January of 2020. Jennifer Letourneau elaborated on the violations in more detail. After open discussion on the issue, Councilperson Guzman reported that she supports the decision to revisit in January. VII. NEW BUSINESS ● Discussion: Regional Recreation Center Councilperson Garrett reported that he has been working to find suitable sites in North Clarksville that would accommodate a new recreation center. He was able to find a potential property off of Peachers Mill Road that is currently up for sale. He identified and discussed the positive features of this location. Next steps were discussed. Jennifer Letourneau will provide the Department’s list of criteria for property acquisition for a regional recreation center. She also noted parking as an issue to be considered. VIII. DEPARTMENT REPORTS ● Project Update Jennifer Letourneau reported that fallen trees are still being cleaned up in several parks after the recent storm. She also updated the Committee on current projects including Trice Landing, Billy Dunlop, Red River East Pedestrian Bridge, Franklin Street trees, Smith Pool, Pollard Road parking lot, Dixon Park, Liberty Park, the future Athletic Complex and Swan Lake Golf Course. Councilperson Richmond introduced Kim and Shaun Shepherd, who would like to start a non-profit Veterans garden. Jennifer Letourneau is looking into allowing them to use a FEMA property for the community garden. Ms. Shepherd shared that they would like to give back to the community by helping them learn about gardening. Councilperson Garrett voiced his concern that it will interfere with the Kleeman Recreation Center garden. Councilperson Richmond mentioned a grant that could help get the project started. The possibility of helping with the Kleeman Center garden was suggested by Councilperson Garrett. Parks + Recreation Committee Minutes Page | 3 November 14, 2019 ● Meet New Staff Members Jennifer Letourneau reported that no new staff members have been hired but a current employee has moved into a new role. She announced that Michelle Austin is the new Deputy Director. ● Human Resources Report Jennifer Letourneau noted two employees are moving on to other jobs at the end of the month. Recreation Programmer, Marketing Coordinator and Event Planning Specialist positions are currently posted and available. ● Councilperson Guzman thanked Kim and Shaun Shepherd for attending the meeting. She congratulated Michelle Austin on her promotion and also commended Councilperson Garrett for his work scouting properties. IX. ADJOURNMENT Councilperson Guzman made a motion to adjourn the meeting. Councilperson Streetman seconded the motion. A voice vote was taken. The motion to adjourn the meeting at 3:57 p.m. passed without objection.
