ADJOURNMENT  PARKS + RECREATION COMMITTEE JULY 12, 2021 AT 3:00PM CITY HALL CONFERENCE ROOM, 4TH FLOOR MEETING MINUTES I. PUBLIC COMMENTS Donna Reed decided not to attend the meeting and meet with Jennifer Letourneau first. Shedrich Webster spoke to the Committee on behalf of a group of teenagers who play basketball in the community and requested the use of one of the recreation centers. II. CALL TO ORDER The meeting of the Parks and Recreation Committee was called to order by Chairperson Richmond at 3:05 p.m. on July 12, 2021. III. ANNOUNCE MEMBERS IN ATTENDANCE Councilperson Vondell Richmond Councilperson Ashlee Evans Councilperson Richard Garrett Councilperson Karen Reynolds Councilperson DaJuan Little was absent. IV. ADOPTION OF MEETING MINUTES ● June 14, 2021 Councilperson Evans made a motion to adopt the minutes as presented. Councilperson Garrett seconded the motion. The motion to adopt the minutes passed without objection. V. COUNCIL ACTION ● Memorial Wall MOU Kevin Armstrong and Deanna McLaughlin presented the Committee with a mockup of the proposed Memorial Wall for Patriots Park. They provided more Parks + Recreation Committee Minutes Page | 2 July 13, 2021 information on the group, Combat Veterans Motorcycle Association and what information will be included on the memorial wall. They outlined the steps that have already been taken and asked that the donation be accepted. Councilperson Garrett made a motion to approve the project. Councilperson Evans seconded the motion. A voice vote was taken and the motion was approved. Councilperson Richmond thanked them for their contribution and service to the community. ● USCT Memorial Monument Mike Taliento, Phyllis Smith and Nick Nicholson with the Mt. Olive Cemetery Historical Preservation Society presented a proposal for the placement of a United States Colored Troops monument in Clarksville. The presentation detailed the location and placement considerations, cost, timeline and description of the statue. Councilperson Reynolds asked why Fort Defiance was chosen as the location for the statue and not Mt. Olive Cemetery. Mr. Nicholson responded that accessibility was the main issue. Councilperson Garrett made a motion to approve the project. Councilperson Evans seconded the motion. A voice vote was taken and the motion was approved. VI. NEW BUSINESS ● Adult and Youth Basketball Leagues Councilperson Garrett reported to the Committee that Jennifer Letourneau had shared some background information with him regarding other adult leagues that had occured in the past. He asked her to share that same information with the group. Jennifer discussed the success of the Department’s youth basketball league but informed them that the numbers for an adult basketball league had not been met after several attempts. Councilperson Garrett predicts that the popularity of the Department’s youth leagues will go up due to another local league not returning this year. He suggested possibly having two separate youth leagues. Jennifer Letourneau stated that one issue they already face is finding enough practice space. Parks + Recreation Committee Minutes Page | 3 July 13, 2021 VII. OLD BUSINESS None VIII. DEPARTMENT REPORTS ● Human Resources Report Jennifer Letourneau presented a list of all of the current vacancies available within the Department including part-time and full-time positions. She noted that all of these listings can be found on the City’s website. IX. ADJOURNMENT Councilperson Evans made a motion to adjourn the meeting. Councilperson Garrett seconded the motion. The motion to adjourn the meeting at 4:06 p.m passed without objection.  PARKS + RECREATION COMMITTEE OCTOBER 11, 2021 AT 3:00PM CITY HALL CONFERENCE ROOM, 4TH FLOOR MEETING MINUTES I. PUBLIC COMMENTS Kai Bacon could not attend the meeting. II. CALL TO ORDER The meeting of the Parks and Recreation Committee was called to order by Chairperson Richmond at 3:00 p.m. on October 11, 2021. III. ANNOUNCE MEMBERS IN ATTENDANCE Councilperson Vondell Richmond Councilperson Karen Reynolds Mayor Pitts was also in attendance Councilpersons Evans and Little were absent. IV. ADOPTION OF MEETING MINUTES ● July 12, 2021 Due to a lack of quorum, the minutes will be considered at the next meeting. V. COUNCIL ACTION None VI. NEW BUSINESS None VII. OLD BUSINESS ● North Clarksville Recreation Center Mayor Pitts informed the Committee of a possible alternate location for the North Clarksville Recreation Center. He reported that discussions have begun with the Parks + Recreation Committee Minutes Page | 2 October 13, 2021 owner of the Clarksville Speedway. The Mayor also stated that the owner of the first property, adjacent to Pisgah Elementary School, remains patient and is in no hurry for an answer. Jennifer Letourneau commented that this new location answers a lot of questions and is full of potential. Councilperson Reynolds asked about the funding and next steps were discussed. VIII. DEPARTMENT REPORTS ● Department Update Jennifer Letourneau reported 5 full-time, 13 part-time, and 13 seasonal positions currently available within the Department. She updated the Committee on current and future projects including the revetment project at Liberty Park, the window replacement at Burt-Cobb Recreation Center, erosion abatement at Billy Dunlop Park, and lights for the tennis courts. Jennifer Letourneau also mentioned that the 70th annual Tennessee Recreation and Parks Association conference would be held in Clarksville and hosted by the Parks and Recreation Department beginning October 18th. IX. ADJOURNMENT The meeting was adjourned at 3:24 p.m.
