CALL TO ORDER The meeting of the Parks and Recreation Committee was called to order by Chairperson Holleman at 3:00 p.m. on December 13, 2021. III. ANNOUNCE MEMBERS IN ATTENDANCE Councilperson Travis Holleman Councilperson Wanda Allen Councilperson Stacey Streetman Councilperson Wallace Redd (arrived at 3:02) Councilperson Ashlee Evans was absent. IV. ADOPTION OF MEETING MINUTES ● November 8, 2021 Councilperson Streetman made a motion to adopt the minutes as presented. Councilperson Allen seconded the motion. A voice vote was taken and the motion to adopt the minutes passed without objection. V. COUNCIL ACTION ● Ordinance for Donation of Swan Lake Tennis Lights Jennifer Letourneau informed the Committee that the Clarksville Academy has requested that the lights being removed from the Swan Lake tennis courts be donated to them with the intent to use them at one of their courts. Councilperson Allen asked whether this should be considered an ordinance or a resolution. Jennifer Letourneau responded that she would seek clarification before the next council meeting. Parks + Recreation Committee Agenda Page | 2 December 13, 2021 Councilperson Holleman inquired about the original cost of the lights. Jennifer Letourneau reported that the light poles were installed in 1974 and were not listed on the Department’s inventory. She also reported that the new lights have been ordered and scheduled to be installed in January. Councilperson Allen asked about the City’s liability once the old lights have been donated. Jennifer Letourneau stated that she would add a statement regarding liability to the document. Councilperson Streetman made a motion to approve the ordinance. Councilperson Redd seconded the motion. A voice vote was taken and the motion was approved. VI. NEW BUSINESS None VII. OLD BUSINESS None VIII. DEPARTMENT REPORTS ● Department Overview Jennifer Letourneau presented a brief overview highlighting each division for the new Committee members to give them a better understanding of what the Department does as well as its mission and values. Jennifer Letourneau also updated the Committee on the goose hunts planned for Liberty Park. She stated that the geese have been a problem for several years and multiple mitigation efforts have been conducted. Approximately 250 geese have made the park their permanent residence with each goose producing up to four pounds of waste per day. The hunt will be led by TWRA with select wounded veterans. The harvested geese will be processed by Clarksville’s Hunters Harvest and given to local food banks. Councilperson Holleman wanted to know if this would take place every year. Jennifer Letourneau responded that it would depend on the number of geese residing in the park at the time. Parks + Recreation Committee Agenda Page | 3 December 13, 2021 Councilpersons Allen, Holleman, and Streetman all voiced their support for the goose hunt. Councilperson Holleman stated that the Department was fixing a problem and giving back to the community at the same time. Jennifer Letourneau informed the Committee that the State passed a bill in July allowing municipalities to determine if smoking is allowed in parks. The staff is currently looking into how it will affect the Department and its programs. Councilperson Streetman asked if there would be designated smoking areas. Jennifer Letourneau replied that it was part of what they were working through. Councilperson Streetman expressed her support for this initiative. Brad Damron reported that the golf course has lost $4,000 in the past two years due to cigarettes being tossed out and burning through tarps. IX. ADJOURNMENT Councilperson Streetman made a motion to adjourn the meeting. Councilperson Allen seconded the motion.
