Call to Order A meeting of the Clarksville Power Board was called to order by Chairman Ron Jackson on Tuesday, August 24, 2021, at 8:05 a.m. at CDE Lightband, 2021 Wilma Rudolph Blvd, Clarksville, TN 37040. B. July Power Board Minutes The Power Board did unanimously approve the minutes from the July 27, 2021, Regular Power Board meeting. Move: Garnett Ladd Second: Darla Knight Status: Passed C. July Monthly Report David Johns presented the June 2021 financials. A motion was made to approve the financials as presented. Move: Garnett Ladd Second: Darla Knight Status: Passed D. Silicon Ranch PPA Purchase Power Agreement for Exit 8 property with a capacity of 4.75MW. To begin construction October 2022. A motion was made to approve the contract pending legal review. Move: Darla Knight Second: Kunal Shah Status: Passed E. Contracts/Professional Services The following contracts were presented for approval: 1. Engineering Services Gresham Smith Engineering contract amendment of $11,250.00 for Woodfield Road project. A motion was made to approve the amendment. Internet Router Hardware Support Renewal G. Operating Policy 2-1 Compared to August, the average residential bill in September will decrease by $.90. This decrease is due primarily to the change in fuel costs. H. Management Report Covid update - 2 positive in August, 73 vaccinated (35%) EV - Fast Charge Corridor Program - chargers every 50 miles throughout the State, waiting on TVA to announce program details and open application process, two locations under consideration, the Exit 4 charging station will count against us, TVA Board voted to replace 1300 vehicles within TVA fleet with EV’s Flexibility Project - Permitting, Diligence & Site Pre Construction - Wedgewood Drive 7/21-8/22, Exit 8 Property 8/21-8/22; Construction Commencement - Wedgewood Drive 10/22-10/23, Exit 8 10/22-10/23; Expected Initial Delivery Date - both sites 12/31/23 TVA System Peak - Highest summer peak since 2012, the first time since 2018 that loads were greater than 30,000MW, the first time since 2017 that loads were greater than 29,000MW for four consecutive days. CDE System Peak - 7/28/2, Peak demand 319,180kW Confidential Information - For Board Use Only - Do not Redistribute Page 2 of 3  TVA Board Update - approved extending a 2.5% Pandemic Recovery Credit through fiscal year 2022, also approved the continuation of the Community Care Fund through fiscal year 2022 Other items: Inventory -ordered 120 transformers, the complete order of 120 was supposed to arrive Sept 20th, then got a call that we would only get 20 in December. After further discussions, we will get some of the 20 in October, working with other vendors but everyone is in the same situation.
