MINUTES CDE Lightband Power Board Members and Staff Power Board Meeting Tuesday, September 28, 2021, 8:00 am - 9:30 am 2021 Wilma Rudolph Blvd., Clarksville, TN 37040 In Attendance Brian Taylor; Christy Batts; David Johns; Garnett Ladd; Jim Manning; Joe Pitts; Lance Baker; Privott Stroman; Ron Jackson; Sally Martino; Travis Holleman Not In Attendance Darla Knight; Kunal Shah A. Call to Order A meeting of the Clarksville Power Board was called to order by Chairman Ron Jackson on Tuesday, September 28, 2021, at 8:05 a.m. at CDE Lightband, 2021 Wilma Rudolph Blvd, Clarksville, TN 37040. B. Special Recognitions Special recognition for our Lineman Rodeo participants: Scott Deese - Senior Competition- finished 3rd in Hurtman rescue, 4th place overall Daniel Wimbs- Individual Journeyman Competition, 13th place Garrett Hagewood- Individual Journeyman Competition, received all 100’s, 24th place Evan Celusta- Apprentice Competition, competed for 1st time, 18th overall Zach Bertram- Apprentice Competition, competed for 1st time received all 100’s, 25th overall Randy Harper- Chief Judge Hurtman Rescue Keith Cutshall- VP, TN Lineman Rodeo Alayna Mixon- Photographer Lindsey Pease- Scorekeeper C. August Power Board Minutes The Power Board did unanimously approve the minutes from the August 24, 2021, Regular Power Board meeting. Move: Travis Holleman Second: Garnett Ladd Status: Passed D. August Monthly Report David Johns presented the August 2021 financials. A motion was made to approve and accept the August financials as presented. Operating Policies Changes to 2-4a & 2-4b for Commercial accounts and deposits. The goal is to make doing business with CDE easier. No longer require applications to be notarized. Consolidated online application. The deposit will now be calculated on the web-based form at the same time the application is filled out. Requiring only a 1/3 of deposit in advance then bill the rest of the deposit over the next two months. Irrevocable Letter of Credit or Surety Bond - allow service to be turned on with a copy of the letter or bond. A final signed copy would be required within 10 days of starting service. No longer requiring a Driver's License to make an in-office payment. Allow CSRs to provide the account number for Commercial accounts only. Connecting additional services with no additional deposits required provided the Customer is not a payment risk after 1 year. A motion was made to approve these policy revisions. Distribution Automation Upgrade SEL Engineering - 2nd phase of Smart Grid project, to configure and program switches in the amount of $41,634. A motion was made to approve the contract. Using our partnerships to buy transformers from other LPC’s. 2. Transformer Three Phase Pads 3. Transformer Single Phase Pole 4. Transformer Single Phase Pads 5. Poly Conduit 6. SFP Fiber Optic Transceivers 7. Firewall URL Filtering 8. Core Switches 9. SCADA Prism/Linux upgrade 10. Viper ST Reclosers 11. Verizon Connection 17. Premise Install Material 18. Annual Software Renewal H. Operating Policy 2-1 Compared to September, the average residential bill in October will decrease by $3.99. This decrease is due primarily to the change of rate seasons from Summer to Transition. I. Management Report COVID Update - 13 positives in September, 39% vaccinations Tennessee Connections Magazine - Quarterly to start TVA Letter - Right of Way work, virtual information session available until October 18, 2021. Solarband Project - CDE Engineering work completed, Silicon Ranch still in process of their engineering work. FEMA Update - FEMA reimburses 75% of approved expense. Total $2,121,286.16. TVA Press Release - Ford - $5.6 Billion investment in TN for electric vehicles. J. Electric Division Update K. Broadband Division Report L. Customer Service Update M. Monthly Stats N. Revenue less Power Cost O. Regular Meeting Adjourned Mayor Pitts - Thursday, October 7, Sylvia Skinner’s last day. Reception today at 2:00 - 4:00 p.m. at Freedom Point, Liberty Park. Also, the funeral for Sgt David Miller is today. Please remember his family in your prayers. The Regular Board meeting adjourned at 9:10 a.m. The board members then went into Executive Session. P.
