MINUTES CDE Lightband Power Board Members and Staff Power Board Meeting Tuesday, November 30, 2021, 9:30 am - 11:00 am 2021 Wilma Rudolph Blvd., Clarksville, TN 37040 In Attendance Brian Taylor; Daniel Kimbell; Darla Knight; David Johns; Garnett Ladd; Joe Pitts; Lance Baker; Privott Stroman; Ron Jackson; Sally Martino; Travis Holleman Not In Attendance Christy Batts; Jim Manning; Keith Cutshall; Kunal Shah A. Call to Order A meeting of the Clarksville Power Board was called to order by Chairman Ron Jackson on Tuesday, November 30, 2021, at 9:31 a.m. at CDE Lightband, 2021 Wilma Rudolph Blvd, Clarksville, TN 37040. Remembrance mentions: Mabel Larson, Ervin Evangelista, Margaret Burkhart B. Power in Motion Members of the Diversity Council have taken on the challenge of 'culture change', and are moving us forward in this challenging endeavor. We are recognizing this group for their willingness to help CDE Lightband advance its culture forward, providing a more inclusive work environment for all employees, and working to further promote the Diversity Council's mission to Inform-Educate-Advocate. Members of the Diversity Council are: Annette Allen, Steve Pennington, Sherena Simons, Yolanda Davis, Chase Bearden, Marcos Medina. C. October Power Board Minutes The Power Board did unanimously approve the minutes from the October 28, 2021, Regular Power Board meeting. Move: Travis Holleman Second: Darla Knight Status: Passed D. October Monthly Report David Johns presented the October 2021 financials. A motion was made to approve these financials. Move: Garnett Ladd Second: Travis Holleman Status: Passed E. Fiber Optic Cable 5. Fiber Transceivers 6. Transformer Restock 7. Annual Product & Services Support 8. Business install equipment F. Operating Policy 2-1 Compared to November, the average residential bill in December will increase by $4.46. This increase is due primarily to the rising fuel costs and transition to winter rates. G. Management Report Covid update - 1 positive in October, it was a good month. Keith Cutshall has been selected as the COO. Service Awards - today at 11:00 in Lisenbee Room TMEPA Board Training - Dec 8:30 a.m - 4:00 p.m - Virtual in CDE Boardroom TMEPA Legislative Rally & Reception - Feb 15th - Hermitage Hotel Valley Vision 2035 - designed to explore the emerging energy industry and community trends and uncertainties, and create a foundation for delivering value to the valley. Infrastructure Investment and Jobs Act - was signed into law on November 15th. CDE interests are; Electric and alternative fuel vehicle infrastructure, Broadband Infrastructure, Electric and grid infrastructure, Grid resiliency and cybersecurity. FEMA Update - received most all monies expected. Category Z for $7,995.03 is expected any day. Bill Print Issue - Mailing Services of Clarksville had three employees that got Covid, someone did something and now they can’t get our bills to print properly. Took pdfs of our bills to Mailing Services of Clarksville they are mailing those out to customers. Bills went out 3 days late, we are adjusting due dates. We will be looking at new mailing vendors. Fuel Costs - Natural Gas Generation and Retail Rates - TVA and the utility industry are experiencing fuel market challenges in the face of high natural gas and coal prices, winter fuel supply concerns, and an increase in electricity demand. The combination of reductions in coal and gas production and increases in coal and gas demand and prices will result in TVA having a higher than budgeted total monthly fuel cost. TVA has a resilient, diverse portfolio that provides numerous structural advantages in securing field supply and minimizing the impact of fuel price volatility. Winter Outlook - December is forecasted to be the coldest month relative to normal while February is forecasted to be the warmest. Will help on fuel costs. TVA Board nominees - Beth Geer (Brentwood, TN), Robert Klein (Chattanooga, TN), Kimberly Lewis (Huntsville, AL), Michelle Moore (Richmond, VA). Currently 7 members, they are a 9 member board.
