PUBLIC SAFETY SPECIAL CALLED COMMITTEE MEETING MINUTES August 24, 2020 - 4:00 p.m. via Google Meets CALL TO ORDER A special called meeting of the City of Clarksville Public Safety Committee was called to order by Chairman Jeff Henley on Monday, August 24, 2020 at 4:00 p.m. and it was noted there was a quorum. This meeting was conducted via Google Meets. ATTENDANCE: The following members responded to roll call and were connected to the meeting: Councilman Jeff Henley, Chairman; Councilman Ron Erb; Councilman Vondell Richmond; Councilwoman Wanda Smith Absent: Councilman Travis Holleman Others participating: Mayor Joe Pitts, Chief of Staff James Halford, Councilman Tim Chandler, Fire & Rescue Chief Freddie Montgomery, Police Chief David Crockarell, Building & Codes Interim Director David Smith, Health & Safety Manager Wes Golden, Communications Director Richard Stevens, Internal Auditor Stephanie Fox, Kathy Gray APPROVAL OF ELECTRONIC MEETING: In order to comply with the technical aspects of the Governor’s Executive Order regarding holding open meetings in a forum other than in the open and in public, the Public Safety Committee determines that meeting electronically is necessary to protect the health, safety, and welfare of its citizens due to the COVID -19 outbreak. Councilwoman Smith made a motion to approve the electronic meeting. The motion was seconded by Councilman Erb. The vote for the motion to conduct this meeting by electronic means was approved unanimously by the Committee. RESOLUTION 20-2020-21: A Resolution adopting the Montgomery County Mutli-Jurisdictional Hazard Mitigation Plan (Chairman Henley) Chairman Henley said that this is a plan which is renewed every five years and asked if Mr. Golden had anything to add. Mr. Golden said that it is a plan written by the Emergency Management Agency with input from several agencies and must be adopted by Resolution every five years. Councilwoman Smith asked how the plan will effect Clarksville and Mr. Golden said it sets out a plan of action on how agencies would work together in the event of an emergency. Councilwoman Smith made a motion to approve the Resolution adopting the Plan. Councilman Erb seconded the motion, and it was unanimously approved by the Committee. ORDINANCE 22-2020-21: Amending the Official Code relative to storage of inoperable vehicles on commercial property (Councilman Chandler) Councilman Chandler stated that there are currently abandoned vehicles on commercial properties within the City, and specifically mentioned a site located on Providence Blvd. beside Vacation Motel. Mr. Smith showed a photo of that site with several vehicles parked on the lot. He stated that the Ordinance would require proper fencing or screening with regard to commercially zoned properties where inoperable vehicles are stored. Councilwoman Smith asked if this amendment would affect residences and Mr. Smith said that this is specific to commercially zoned property. Chairman Henley asked if mechanics liens filed on the vehicles would have any effect and Mr. Smith said that the Ordinance is worded with flexibility to work with the State in that event. Councilman Richmond made a motion to approve the Ordinance. Councilwoman Smith seconded the motion and it was unanimously approved by the Committee. Councilwoman Smith made a motion to adjourn, Councilman Richmond seconded the motion, and it was approved by the Committee.
