This was aftcr Councilpcrson Hollcman made a motion to approvc. It was approved by Counoiperson Richmond and was properly seconded by Councilpeson Reynolds. BUILDING & CODES DEPARTMENT: o David Smith spokc on bchallof Building and Codes. > I{e reviewed the previously submitted monthly report. He noted Intemal Auditor Stephanie Fox will be auditing Building & Codes next quarter. Mr. Smith opened the floor for questions. Councilpcrson Reynolds addresscd concems about sign permits. Mr. Smith ad&essed those concems. He also mentioned that signs / murals are protected under the lst Amendment. Building & Codes regulate with policy, not laws. Hc madc note that 4x4 signs can be uscd without pcrmirs. POLICE DEPARTMENT: r Chief David Crockarell spoke on behalf of the Police Department. > Hc reviewed the prcviously submined monthly report. > The police department is still hiring officers. They are also short 4 jobs on the civilian side. > He noted how mental health is still an issue. To address this problem, CPD developed a Crisis Intervention Team. lt is a team of 25 officers. They are set to graduatc a 40 hour course in December. > Karen Reynolds suggested the first responders work with the Health Committee to address mentaI health concems. > He discussed how his team has been finding ways to engage with juveniles to prevent issues (trying to stop crime before it occurs). As a result, The J.E.T. team was created. The Juvenile Engagemcnt Team is composcd ofa volunteer team, including I Police Sergeant and 8 Police Otficers. J.E.T. goes Iive November 22nd. > He discussed the staffing challenges faced by all depanments. > The next Coffee With A Cop event is November l8th. > Thc Shop With A Cop event will be coming in December and will be held at Wal-Mart. CPD will be giving 180 kids $100 each during this event. > Chief Crockarell opened the floor for questions. No additional questions were asked. That the Official Code of the City of Clarksville, Tennessee, Title '7, "Fire Protection, Fireworks, and Explosives," Chapter 2,"Fire Code," Section 7-20l, "Fire code adopted," is hereby amended by deleting the existing language entirely and substituting therefore the following: Section 7-201. Fire code adopted. In accordance with the authority granted by the provisions of Article I, Sections 4 and 5, and Article III, Section 2, of the Charter of the City of Clarksville, Tennessee, and Tennessee Code Annotated (TCA) Section 6-54-501 et seq., the International Fire Code, 2018 Edition, and all revisions associated therewith and forthcoming, published by the International Code Council, Inc., and any codes referenced by the International Fire Code, except as may otherwise be provided by other City Code sections, are hereby adopted by reference, with the following exceptions or modifications: (l) Section 101.1 is amended by deleting the phrase "[name of jurisdiction]" and substituting in lieu thereof the phrase "the City of Clarksville, Tennessee." (2) Section 104.2 is deleted in its entirety and replaced with the following: 104.2 Applications. The fire code official is authorized to review construction documents and issue approvals for construction regulated by this code, inspect the premises for which such approvals have been issued, and enforce compliance with  the provisions of this code. (3) Section 105 on permits is deleted. (4) Section 106 on fees is deleted. (5) Section 109.1 is deleted in its entirety and replaced with the following: 109.1 Board of appeals established. In order to hear and decide appeals of orders, decisions or determinations made by the fire code official relative to the application and interpretation of this code, there shall be and is hereby created a board of appeals, the members of the board of appeals shall be appointed by the mayor subject to approval by the goveming body and shall hold office for four year terms which shall be staggered. The fire code official shall be an ex officio member of said board but shall not have a vote on any matter before the board. The board shall adopt rules of procedure for conducting its business, and shall render all decisions and findings in writing to the appellant with a duplicate copy to the fire code official. (6) Section 110.4 is deleted in its entirety and replaced with the following: 110.4 Violation penalties. Any person or entity who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair, or do work in violation of any construction documents, approvals, certificates, permits, or orders issued by the City Building and Codes Department, or any court with jurisdiction, to include any administrative law court, judge or body, or of any directive, approval, order, certificate, or inspection document issued by the fire code official, marshal, or Chief under the provisions of this code, shall be in violation of this City Code Section 7-201, for which a civil penalty of $50 (Fifty Dollars) shall imposed by the City Court, plus any applicable court costs or taxes. Each day that a violation continues after due notice has been served shall be deemed a separate offense. (7) Section 112.4 is deleted in its entirety and replaced with the following: 1112.4 Failure to comply. Any person or entity who shall continue any work after having been served with a stop work order, except such work as that person or entity is directed to perform to remove a violation or unsafe condition, shall be in violation of this City Code Section 7 -201, for which a civil penalty of $50 (Fifty Dollars) shall be imposed by the City Court, plus any applicable court costs or taxes.
