PUBLIC HEARINGS: 1. PUBLIC HEARING ON THE ADOPTION OF WATER AND SEWER IMPACT FEE STUDIES, REPORTS, AND FEES BACKGROUND: The City began looking at is water and sewer impact fees in 2021 because of all the growth currently taking place. JUB Engineers and Zions Bank performed a comprehensive study and draft Facilities Plan and Impact Fee Analysis for both utilities. The Analyses recommend increases to the impact fees. This public hearing is to receive public comment on the proposed changes to the impact fees and the associated Facilities Plans. There will be no action taken by the Council on the proposed fee changes until Tuesday, July 25, 2023.
