AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
There were no additions or deletions to the Agenda.
PUBLIC COMMENT –
Bill Shields spoke regarding the City consisting of two departments since incorporation.
Bob Kiel spoke regarding the Meals on Wheels benefit dinner on September 17th.
Bruce Guerra spoke regarding Redbud Park and how to improve safety there and make it a park people
want to visit.
CONSENT CALENDAR
1. Warrant Registers – Ratification and Approval of Warrants and Expenditures Certified by the
Director of Finance as Conforming with the Adopted Budget Pursuant to Government Code section
37208.

2. Consideration of Approval of City Council Minutes of June 30, July 6, and July 7, 2011.
ACTION: It was moved by Vice Mayor Luiz and seconded by Council Member Spittler to approve the
Consent Calendar as presented. The motion passed with a voice vote of 5-0.
BUSINESS
3. Consideration of Approval of the Clearlake Waste Solutions, Inc. Solid Waste Franchise
Agreement.
Robert Galusha gave the staff report. Bruce McCracken, Julie Price, and Jack Simmons of Clearlake
Waste Solutions were present.
ACTION: It was moved by Vice Mayor Luiz and seconded by Council Member Spittler to
authorize the City Administrator to execute an agreement with Clearlake Waste Solutions, Inc. for
Solid Waste Franchise Agreement. The motion passed with a 5-0 voice vote.

4. Public Hearing to Consider Adoption of an Ordinance Relating to Remote Caller Bingo Games;
Ordinance No. 2011-152.
Melissa Swanson gave the staff report.
Mayor Overton opened the Public Hearing at 6:45 p.m.
Wayne Bean spoke in favor of adoption of the ordinance.
ACTION: It was moved by Vice Mayor Luiz and seconded by Council Member Spittler to close the
Public Hearing at 6:47 p.m. The motion passed with a 5-0 voice vote.
ACTION: It was moved by Vice Mayor Luiz and seconded by Council Member Spittler to
introduce and hold the first reading of Ordinance No. 2011-152, AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF CLEARLAKE ADDING CHAPTER 6-8, TO THE CLEARLAKE
MUNICIPAL CODE RELATING TO REMOTE CALLER BINGO GAMES, and read it by title
only. The motion passed with a roll call vote of 5-0.
5. Consideration of Redevelopment Agency Options and Adoption of the “Enforceable Obligations
Payment Schedule.”
Mala Subramanian gave the staff report.
ACTION: It was moved by Member Thein and seconded by Vice Chair Luiz to adopt the “Enforceable
Obligations Payment Schedule” and instruct staff to pursue actions needed under ABx1 27. The
motion passed with a voice vote of 5.0.
