PRESENTATION
Mayor Luiz presented a Proclamation Declaring February 2012 Black History Month to the NAACP, Lake
County Chapter.
PUBLIC COMMENT –
Tim Williams spoke in favor of recruitment of the Police Chief position. He also spoke regarding the
previous City Administrator’s departure and the lack of consistency in city staff.
Susan Betz spoke regarding trash dumping at the end of Dam Road in the city right-of-way.
Fred Gaul spoke in favor appointing Interim Police Chief Clausen as the permanent Police Chief.
Charles Rester spoke in favor of appointing Interim Police Chief Clausen as the permanent Police Chief.
Shanti Gallon spoke regarding police misconduct and the treatment of teenagers in her family by the
police.
Amanda Celli spoke in favor of appointing Interim Police Chief Clausen as the permanent Police Chief.
Olga Martin Steele spoke in favor of recruitment of the Police Chief position.
Russ Cremer spoke in favor of appointing Interim Police Chief Clausen as the permanent Police Chief.
Chuck Leonard spoke in favor of appointing Interim Police Chief Clausen as the permanent Police Chief.
Richard Gilmore spoke in favor of recruitment of the Police Chief position.
Claire Holmes spoke in favor of recruitment of the Police Chief position.
A gentleman who did not give his name spoke in favor of appointing Interim Police Chief Clausen as the
permanent Police Chief.
CONSENT CALENDAR
1. Warrant Registers – Ratification and Approval of Warrants and Expenditures Certified by the
Director of Finance as Conforming with the Adopted Budget Pursuant to Government Code section

Vice Mayor Spittler pulled Consent Items #6 and #7.
ACTION: It was moved by Council Member Overton and seconded by Vice Mayor Spittler to approve
Items #1 through #5. The motion passed with a voice vote of 5-0.
Items #6 and #7 were discussed by Vice Mayor Spittler with staff.

Item #6. The motion passed with a voice vote of 5-0.
ACTION: It was moved by Vice Mayor Spittler and seconded by Council Member Overton to approve
Item #7. The motion passed with a voice vote of 5-0.
BUSINESS
8. Report on Administrator’s Designation of Redevelopment Agency Successor Staff
Joan Phillipe gave the staff report. No action was taken by Council on this item.
