REGULAR MEETING
NOVEMBER 8, 2012
CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.
The Pledge of Allegiance was led by Council Member Overton.

There were no additions or deletions from the agenda.
PRESENTATIONS
Mayor Luiz presented Certificates of Appreciation to City Hall’s Trick or Treat volunteers and donors.

CONSENT CALENDAR

ACTION: It was moved by Vice Mayor Spittler and seconded by Council Member Overton to approve
the Consent Calendar as presented. The motion passed with a voice vote of 5-0.
BUSINESS
5. Consideration of Ordinance No. 2012-140: An Ordinance of the City Council of the City of Clearlake
Regulating Taxi Cabs and Other Vehicles for Hire
Melissa Swanson gave the staff report.
ACTION: It was the consensus of the Council to add the prohibition of the performance of
maintenance work in the right-of-way and bring the ordinance forward to the December 13th Council
meeting for a second reading and consideration of adoption.
6. Consideration of Ordinance No. 2012-159: An Ordinance of the City Council of the City of Clearlake
Repealing Section 1-8; Section 5-15; and Subsections 18-1.1300 through 18-1.1303 of the Clearlake
Municipal Code and Re-Titling and Amending Chapter X of the City of Clearlake Municipal Code in its
Entirety, Relating to Code Enforcement and Administrative Citations
Joan Phillipe gave the staff report.
ACTION: It was moved by Vice Mayor Spittler and seconded by Council Member Overton to
introduce Ordinance by title only, waive further reading and schedule second reading and adoption at
the December 13 regularly scheduled Council meeting. The motion passed with a unanimous voice vote
of 5-0.
7. Consideration of Employee Health Care Benefits
Joan Phillipe gave the staff report.
ACTION: It was moved by Council Member Overton and seconded by Vice Mayor Spittler to
authorize City Manager to continue negotiations with employees associations and proceed with health
care benefit change. The motion passed with a unanimous voice vote of 5-0.
8. Consideration of Agreement Between the County of Lake and the City of Clearlake to Provide Funding
for the Renovation and Subsequent Operation of a Visitor Information Center at 14295 Lakeshore Drive
Joan Phillipe gave the staff report. She noted changes to the original proposed agreement.
ACTION: It was moved by Vice Mayor Spittler and seconded by Council Member Overton to approve
the agreement as amended. The motion passed with a unanimous voice vote of 5-0.
9. Discussion on Policy to Provide Health Insurance Benefits to Councilmembers

ACTION: It was the consensus of the Council to revisit the agenda item when the meet and confer
process is completed with the bargaining units.
