MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING FEBRUARY 14, 2013 CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5:30 P.M. Roll Call. Present: Jeri Spittler, Mayor Denise Loustalot, Vice Mayor Gina Fortino Dickson, Councilmember Joey Luiz, Councilmember Joyce Overton, Councilmember (arrived at 5:35) Staff: Joan Phillipe, City Manager CONFERENCE --EXISTING LITIGATION (Subdivision (a) of Section 54956.9) Name of cases: James Smiley Harris vs. City of Clearlake Case 12-0864-YGR Closed Session was adjourned at 5:45 p.m. There was no action taken by Council on this item. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Jeri Spittler, Mayor Denise Loustalot, Vice Mayor Gina Fortino Dickson, Councilmember Joey Luiz, Councilmember Joyce Overton, Councilmember Staff: Joan Phillipe, City Manager Craig Clausen, Chief of Police Melissa Swanson, City Clerk Doug Herren, Public Works Director AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS Item #2: Second Reading of Ordinance No. 2012-140: An Ordinance of the City Council of the City of Clearlake Regulating Taxi Cabs and Other Vehicles for Hire and Adoption of Fees was deleted from the agenda. PRESENTATION Mayor Spittler presented a Proclamation Designating February 2013 as Black History Month to the Lake County Branch of the NAACP. PUBLIC COMMENT – CCM 02-14-13 Page 1 of 2 Bill Shields spoke against medical marijuana. Greg Rippe spoke regarding starting a Homeowner’s Association in Clearlake Park to focus on cleaning up that area on Earth Day. CONSENT CALENDAR 1. Minutes of the January 24, 2013 Meeting Review and file ACTION: It was moved by Council Member Luiz and seconded by Council Member Overton to approve the Consent Calendar as presented. The motion passed with a 5-0 voice vote. BUSINESS 3. Update on Highlands Park Visitors’ Center Building Director of Public Works Herren gave the staff report. There was no action taken by Council on this item. 4. Consideration of A Resolution of the City Council of the City of Clearlake Authorizing the City Manager to Take Actions to Preserve the Standing of Community Development Block Grant (CDBG) Rehabilitation Loans to Certain Properties Subject to Tax Lien Sale or Foreclosure City Manager Phillipe gave the staff report. ACTION: It was moved by Council Member Luiz and seconded by Vice Mayor Loustalot to adopt Resolution No. 2013-03, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLEARLAKE AUTHORIZING THE CITY MANAGER TO TAKE ACTIONS TO PRESERVE THE STANDING OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) REHABILITATION LOANS TO CERTAIN PROPERTIES SUBJECT TO TAX LIEN SALE OR FORECLOSURE, and read it by title only. The motion passed with a 5-0 voice vote. 5. Mayors Appointment to the Clear Lake Advisory Committee ACTION: It was moved by Council Member Overton and seconded by Council Member Luiz to appoint Mayor Spittler to the Clear Lake Advisory Committee. The motion passed with a 5-0 voice vote. CITY MANAGER’S REPORT COUNCIL MEMBERS CALENDAR, TRAVEL AND REPORTS ADJOURNMENT There being no further business to conduct, the meeting was adjourned at 6:50 P.M.
