There were no additions or deletions.
ANNOUNCEMENT FROM CLOSED SESSION
Mayor Overton announced that the Council had moved to deny a claim for damages by Franklin Patty in
closed session with a vote of 4-0-1, with Councilmember Luiz absent.

PUBLIC COMMENT –
Rick Mayo spoke about the importance of the Council getting along. He also addressed the gas tax in the
budget and asked how it was being spent. He expressed concern about the proposed Measure H
expenditures.
Darlene Baldrich spoke about police actions during an incident at her home. She expressed her frustration
with police response when she called numerous times.

ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Loustalot to approve
Items #1 through #9 as presented. The motion passed with a 4-0-1 voice vote, with Councilmember
Spittler abstaining due to the absence of department heads for discussion on the quarterly reports.
BUSINESS
10. Adoption of the ADA Self-Evaluation and Transition Plan for the City of Clearlake
Joan Phillipe gave the staff report.
ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Fortino
Dickson to adopt the Plan. The motion passed with a 5-0 voice vote.
11. Consideration of Adoption of Ordinance No. 2013-164: An Ordinance of the City of Clearlake Making
Findings and Declaring Extension of a Temporary Building Moratorium on Lakeshore Drive Between
Olympic Drive and Old Highway 53
Joan Phillipe gave the staff report.
ACTION: It was moved by Councilmember Fortino Dickson and seconded by Vice Mayor Loustalot to
adopt Ordinance No. 2013-164: An Ordinance of the City of Clearlake Making Findings and Declaring

Extension of a Temporary Building Moratorium on Lakeshore Drive Between Olympic Drive and Old
Highway 53, and read it by title only. The motion passed with a 5-0 voice vote.
12. Consideration of Termination of Contract with Pun and McGeady for Auditing Services and
Authorization for City Manager to Enter Into a Contract with Terry Krieg, CPA
Joan Phillipe gave the staff report.
ACTION: It was moved by Vice Mayor Loustalot and seconded by Councilmember Luiz to
authorize the City Manager to terminate the contract with Pun & McGeady and enter into contract
with Terry Krieg, CPA. The motion passed with a 5-0 voice vote.
