MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING APRIL 10, 2014 CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5:30 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Joey Luiz, Councilmember Joyce Overton, Councilmember Jeri Spittler, Councilmember Staff: Joan Phillipe, City Manager CLOSED SESSION PURSUANT TO GOVERNMENT CODE SECTION 54957: Public Employee Discipline, Dismissal, and Release Closed Session was adjourned at 5:50 P.M. with no reportable action. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:02 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Joey Luiz, Councilmember Joyce Overton, Councilmember Jeri Spittler, Councilmember Staff: Joan Phillipe, City Manager Craig Clausen, Chief of Police Adeline Brown, Deputy City Clerk AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS Item #7 Consideration of an Amendment to the Lake County Youth Services Youth Center Lease to Provide for No-Cost Use of the Clearlake Senior Community Center for Fundraisers was postponed to the next meeting. PRESENTATIONS 1. Presentation of a Proclamation Declaring April 2014 as Safe Digging Month 1A. Presentation of a Proclamation Recognizing April 6-12, 2014 as National Volunteer Week (Per Amendment No. 1 distributed April 7, 2014) CCM 04-10-14 Page 1 of 3 PUBLIC COMMENT – Bill Shields spoke on a hot dog sale on Saturday. Bruno Sabatier gave thanks to staff for her help on an event. Mike Vandiver gave suggestions about Public Comment. Estelle Creel spoke regarding the rules of Public Comment. Consent Items Recommended Action 2. Warrant Registers Receive and file 3. Receipt of the Administrative Policy Regarding Receive and file the Lowering of Flags on City Property 4. Receipt of North Coast Opportunities, Inc. Head Receive and file Start Child Development Program 2012-2013 Annual Report Councilmember Luiz pulled item #3. ACTION: It was moved by Councilmember Luiz and seconded by Councilmember Overton to approve Items 2 and 4 on the Consent Calendar as presented. The motion passed with a 5-0 roll call vote. Item #3 was discussed with staff. ACTION: It was moved by Councilmember Luiz and seconded by Vice Mayor Fortino Dickson to accept Item #3 on the Consent Calendar as presented. The motion passed with a 5-0 roll call vote. PUBLIC HEARING 5. Public Hearing for Consideration of Resolution No. 2014-08: A Resolution of the City Council of the City of Clearlake Approving an Application and the Execution of a Grant Agreement and Any Amendments Thereto From the 2014 Allocation of the State CDBG Program City Manager Phillipe gave the staff report. Mayor Loustalot opened the Public Hearing. Estelle Creel asked questions about Highlands Park, Phillips Avenue, and the right-of-way and fences. There being no further comments, Mayor Loustalot closed the Public Hearing. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Fortino Dickson to adopt Resolution No. 2014-08, A Resolution of the City Council of the City of Clearlake Approving an Application and the Execution of a Grant Agreement and Any Amendments Thereto From the 2014-15 Funding Year Allocation of the State Community Development Block Grant (CDBG) Program. The motion was approved with a unanimous roll call vote of 5-0. BUSINESS Page 2 of 3 6. Consideration of Use of the City-Owned Golf Avenue Property Next to the Youth Center by Lake County Youth Services City Manager Phillipe gave the staff report. ACTION: It was the consensus of the Council to have the building tested for mold before proceeding. 7. Consideration of an Amendment to the Lake County Youth Services Youth Center Lease to Provide for No-Cost Use of the Clearlake Senior Community Center for Fundraisers This item was continued to the next meeting. 8. Discussion on the April 12th Sales Tax Measure Town Hall Meeting City Manager Phillipe gave the staff report. There was no action by Council on this item.
