MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING MAY 8, 2014 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Joey Luiz, Councilmember Joyce Overton, Councilmember Jeri Spittler, Councilmember Staff: Joan Phillipe, City Manager Craig Clausen, Chief of Police Melissa Swanson, City Clerk AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. PRESENTATIONS PUBLIC COMMENT – Bill Shields spoke on the sewer system and the cost of his sewer bill. Bruno Sabatier asked for the Council meeting reports and the recordings of the meetings to be available on the website. Mike Vandiver stated he is collecting old tires for disposal and gave Council a flyer with information. Consent Items Recommended Action 1. Warrant Registers Receive and file 2. Response to the April 24, 2014 Public Comment Receive and file Question Re: Pacific Gas and Electric Bill for Light District 3. Receipt of Notice from Clearlake Waste Receive and file Solutions of Annual Rate Modification ACTION: It was moved by Councilmember Spittler and seconded by Councilmember Luiz to accept the Consent Calendar as presented. The motion passed with a 5-0 roll call vote. BUSINESS CCM 05-08-14 Page 1 of 2 4. Discussion and Possible Adoption of Policy for Use of the Council Chambers and TV8 for Candidate Forums City Clerk Swanson gave the staff report on this item. It was suggested by the Council to change the wording in the policy to cover all political forums, not just candidate forums. ACTION: It was moved by Councilmember Spittler and seconded by Councilmember Overton to adopt the policy with the wording changes as suggested. The motion passed with a 5-0 unanimous roll call vote. 5. Discussion on an Effort to Close Commercial Property Tax Loophole Established in Proposition 13 and Possible Adoption of Resolution No. 2014-09: A Resolution of the City Council of the City of Clearlake Supporting Commercial Property Tax Reform that Would Require Non-Residential Commercial Properties to be Reassessed Regularly While Maintaining Proposition 13 Protections for Residential Property and Small Business Owners City Manager Phillipe gave the staff report. There was no action taken by Council on this item. CITY MANAGER AND COUNCILMEMBER REPORTS ACTION: It was the consensus of the Council to hold a discussion on a future agenda to decide whether to hold invocations at the beginning of Council meetings.
