FEBRUARY 26, 2015

Due to the expectation of a large number of attendees, the Regular Meeting of the Council was held at the
Clearlake Senior Community Center, located at 3245 Bowers Avenue, Clearlake, CA 95422.
CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.
Roll Call. Present: Denise Loustalot, Mayor
Gina Fortino Dickson, Vice Mayor
Russell Perdock, Councilmember

Bruno Sabatier, Councilmember
Absent: Joyce Overton, Councilmember

INVOCATION/MOMENT OF SILENCE
Mayor Loustalot led a moment of silence.
AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS
ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember
Sabatier to approve the agenda. The motion passed with a 4-0-1 roll call vote, with Councilmember
Overton absent.
PUBLIC COMMENT –
Rick Mayo spoke regarding dangerous conditions of the streets.
Mark Illia spoke in favor of code enforcement and the new street lights.
Estelle Creel spoke about a Konocti Water District meeting and the attendance and perceived support of
the Mayor of Konocti Water District.

Item #1 was pulled by citizen Estelle Creel. She asked questions of staff about the item.
Item #2 was pulled by Councilmember Sabatier. He discussed the items with staff and made a
correction to the draft minutes.
ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino
Dickson to accept the Consent Calendar Item #1. The motion passed with a 4-0-1 roll call vote,
with Councilmember Overton absent.
ACTION: It was moved by Councilmember Sabatier and seconded by Vice Mayor Fortino
Dickson to accept the Consent Calendar Item #2. The motion passed with a 4-0-1 roll call vote,
with Councilmember Overton absent.
BUSINESS
3. Second Reading and Adoption of Ordinance No. 173-2015, An Ordinance of the City Council of the
City of Clearlake Amending Chapter X of the Clearlake Municipal Code Adding Section 10-8
(Abatement of Public Nuisances) and 10-9 (Administrative Penalties) and Repealing and Replacing
Section 10-7 (Medical Marijuana Cultivation), to Ban the Cultivation of Medical Marijuana
There was no staff report.
During public comment, Dave Hughes gave pictures to the Council for the record. Written materials
given to the Council are hereby attached and made part of the record.
ACTION: It was moved by Councilmember Perdock and seconded by Mayor Loustalot to hold the
second reading of the ordinance, read it by title only, waive further reading, and adopt the
ordinance. The motion passed with a 3-1-1 roll call vote, with Councilmember Sabatier dissenting,
and Councilmember Overton absent.
