MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING APRIL 9, 2015 CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5: 04 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Russell Perdock, Councilmember Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Joan Phillipe, City Manager Ryan R. Jones, City Attorney (1) CONFERENCE WITH LEGAL COUNSEL--EXISTING LITIGATION (Government Code Paragraph (1) of subdivision (d) of Section 54956.9) Name of case: Anthony Spittler, Jeri Spittler, and Robin Farnham v. City of Clearlake Civil Action No.: CV 414715 (2) PUBLIC EMPLOYEE APPOINTMENT (Pursuant to Government Code Section 54957) Title: City Manager Closed Session was adjourned at 5:50 P.M. with no reportable action. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:01 P.M. Roll Call. Present: Denise Loustalot, Mayor Gina Fortino Dickson, Vice Mayor Russell Perdock, Councilmember Joyce Overton, Councilmember Bruno Sabatier, Councilmember Staff: Joan Phillipe, City Manager Craig Clausen, Chief of Police Melissa Swanson, City Clerk Chris Becnel, Director of Finance Ryan R. Jones, City Attorney INVOCATION/MOMENT OF SILENCE Vice Mayor Fortino Dickson led a moment of silence. AGENDA APPROVAL, ADDITIONS AND/OR DELETIONS There were no changes to the agenda. ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Overton to approve the agenda as presented. The motion passed with a 5-0 roll call vote. CCM 04-09-15 Page 1 of 2 PRESENTATIONS 1. Presentation by Lake County Sheriff Brian Martin 2. Presentation by Citizens for a Cleaner Clearlake 3. Presentation of a Proclamation Designating April 2, 2015 as Autism Awareness Day PUBLIC COMMENT – Aqeela El Amin Bakheit spoke regarding Rape Crisis, Sexual Violence, and Domestic Violence Awareness. Consent Items Recommended Action 4. Warrant Registers Receive and file 5. Resolution Authorizing the Addition of Approve resolution Supplemental Activities to the 2014 Community Development Grant 14-CDBG-9879 ACTION: It was moved by Councilmember Perdock and seconded by Vice Mayor Fortino Dickson to accept the Consent Calendar as presented. The motion passed with a 5-0 roll call vote. BUSINESS 6. Consideration of Resolution No. 2015-08, A Resolution of the City Council of the City of Clearlake Opting to Affirm an Exemption from the Requirements of Mandatory Commercial Organics Recycling City Manager Phillipe gave the staff report. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Sabatier to adopt Resolution No. 2015-08, A Resolution of the City Council of the City of Clearlake Opting to Affirm an Exemption from the Requirements of Mandatory Commercial Organics Recycling, and read it by title only. The motion passed with a unanimous roll call vote. 7. Consideration of Acceptance of Parcels Located at APN 042-332-160-000, Located at 16036 14th Avenue and APN 042-332-170-000, Located at 16046 14th Avenue Proposed to be Donated by Property Owner Luana Zellner City Manager Phillipe gave the staff report. ACTION: It was moved by Vice Mayor Fortino Dickson and seconded by Councilmember Perdock to decline acceptance of the parcels. The motion passed with a unanimous roll call vote.
