INVOCATION/MOMENT OF SILENCE
Mayor Perdock led a moment of silence for the victims of the Clayton Fire.

There were no changes to the agenda.

PRESENTATION
1. Presentation by Mayor Perdock to the first responders of the Clayton Fire and staff of the
City who assisted in the evacuation of residents.
PUBLIC COMMENT
Bill Shields spoke regarding the lack of city services and functions and stated the priority of the city
budget should be toward fixing roads.
Rodney Barber spoke regarding Harvest Recovery House, a non-profit rehabilitation home he wants
to build in the City.
Consent Items Recommended Action
1. Warrant Registers Receive and file
2. Grant Jury Response Receive and file
3. Price Consulting Services Contract Approve by motion
Amendment
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to
approve the Consent Calendar as presented. The motion passed with a unanimous voice vote.
BUSINESS
5. Memorandum of Understanding (MOU) with North Coast Opportunities to Operate a Food
Node at the Community Center
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Bennett to
approve MOU and authorize City Manager to sign, giving the City Manager the authority to
negotiate a final determination for the placement of the container. The motion passed with a
unanimous roll call vote.
6. Discussion of Options for Filling the Council Vacancy for the Unexpired Term of Vice Mayor
Fortino Dickson
City Manager Folsom gave the staff report.
ACTION: It was moved by Councilmember Sabatier and seconded by Councilmember Overton to
adopt Resolution No. 2016-29, A Resolution of the City Council of the City of Clearlake Calling a
Special Election to Fill the Vacancy in the Office of City Council and Merging the Special Election
with the Regular Election of November 8, 2016. The motion passed with a unanimous roll call
vote.

CITY MANAGER AND COUNCILMEMBER REPORTS
FUTURE AGENDA ITEMS
ACTION: It was the consensus of the Council to add the appointment of a Vice Mayor to the next
agenda.
ACTION: It was the consensus of the Council to have the Mayor send letters to additional
agencies that assisted in the Clayton Fire.
ACTION: Mayor Perdock asked for and received consensus to direct staff to develop a Request
for Proposals for vacant lot brush removal and research if staff can work with the California
Department of Corrections to hire a crew to assist cleaning City-owned lots.

There being no further business of the Council, the meeting was adjourned at 7:26 p.m.
