PUBLIC COMMENT
Belise Morganthaler spoke regarding the use of Measure V funds on the new road and the need for
improvements in other areas.
Beth Kaiman informed the Council that the meeting would be broadcasting on YouTube, Channel 8,
and livestreaming on the Channel 8 website.

ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Overton to
approve the Consent Calendar as presented. The motion passed with a unanimous voice vote.
PUBLIC HEARING:
8. Public Hearing regarding the Adoption of a Resolution revising the City Master Fee Schedule
pertaining to Penalties for Parking Violations and Late Payment Penalties
Chief White gave the staff report.
Mayor Sabatier opened the Public Hearing at 6:23 p.m.

ACTION: It moved by Councilmember Cremer and seconded by Vice Mayor Harris to adopt
Resolution 2018-45 revising the City Master Fee Schedule. The motion passed with a unanimous
roll call vote.
9. Public Hearing To hear and act upon an Abatement Order Appeal Hearing referencing real
property located at 14170 Konocti Street Clearlake, CA 95422 in accordance with C.M.C.
section(s) 18-9.110, 18-9.120, 18-9.130 and 18-10 in its entirety
Code Enforcement Supervisor Lambert gave the staff report.
There was no comment on this item.
ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Cremer to approve
Resolution No 2018-39, denying the appeal and to read it by title only. The motion passed with a
unanimous roll call vote.
10. Public Hearing To hear and act upon an Abatement Order Appeal Hearing referencing real
property located at 3602 Ciwa Street Clearlake, CA 95422 in accordance with C.M.C. section(s)
18-9.110, 18-9.120, 18-9.130 and 18-10 in its entirety
Appellant Mark Stewart spoke in favor of granting the appeal.
ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Cremer to approve
Resolution No 2018-40, denying the appeal and to read it by title only. The motion passed with a
unanimous roll call vote.
11. Public Hearing To hear and act upon an Abatement Order Appeal Hearing referencing real
property located at 3275 14th Street Clearlake, CA 95422 in accordance with C.M.C. section(s)
18-9.110, 18-9.120, 18-9.130 and 18-10 in its entirety
Code Enforcement Supervisor Lambert gave the staff report.
Appellant Donna Wynn spoke in favor of granting the appeal.
ACTION: It was moved by Councilmember Bennett and seconded by Councilmember Overton to
approve Resolution No 2018-41, denying the appeal and to read it by title only. The motion
passed with a unanimous roll call vote.
12. Public Hearing To hear and act upon an Abatement Order Appeal Hearing referencing real
property located at 16076 25th Avenue Clearlake, CA 95422 in accordance with C.M.C. section(s)
18-9.110, 18-9.120, 18-9.130 and 18-10 in its entirety
Code Enforcement Officer Felder gave the staff report.

ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Cremer to approve
Resolution No 2018-42, denying the appeal and to read it by title only. The motion passed with a
unanimous roll call vote.
13. Public Hearing To hear and act upon an Abatement Order Appeal Hearing referencing real
property located at 16326 34th Avenue Clearlake, CA 95422 in accordance with C.M.C. section(s)
18-9.110, 18-9.120, 18-9.130 and 18-10 in its entirety
Code Enforcement Officer Felder gave the staff report.
ACTION: It was moved by Councilmember Cremer and seconded by Councilmember Overton to
approve Resolution No 2018-43, denying the appeal and to read it by title only. The motion
passed with a unanimous roll call vote.
BUSINESS:
14. Consideration of First Reading of Ordinance No. 214-2018 Adding Section 3-4.16 to the
Clearlake Municipal Code to Provide Informal Bidding Procedures Under the Uniform Public
Construction Cost Accounting Act
Assistant City Manager Flora gave the staff report.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Harris to hold
the first reading of Ordinance No. 214-2018, Read by Title Only, Waive Further Reading and Set
Second Reading and Adoption for October 25, 2018. The motion passed with a unanimous roll
call vote.
15. Update on Enterprise Vehicle Leasing Program & Discussion and Possible Approval of Entering
into a Fuel Purchase Program through Enterprise Fleet Management
Assistant City Manager Flora gave the staff report.
ACTION: It was moved by Vice Mayor Harris and seconded by Councilmember Overton to
authorize the Assistant City Manager/Finance Director to Execute Documents Required for
Participation in the WEX Enterprise Fleet Management/ExxonMobil Fleet National Card Program.
The motion passed with a unanimous voice vote.
