Councilmember Perdock gave the invocation.
ADOPTION OF THE AGENDA
ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to
adopt the agenda as presented. The motion passed with a unanimous voice vote.

1. Presentation by Clearlake Animal Control of December’s Adoptable Dogs

PUBLIC COMMENT:
Gene Hebert spoke regarding fence issues with his neighbor and unresolved issues with Code
Enforcement.

ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to
accept the Consent Calendar as presented. The motion passed with a unanimous voice vote.
9. Consideration of the Annual Calendar of Meetings and to Change the Meeting Days by
Resolution; Resolution No. 2019-52
Administrative Services Director/City Clerk Swanson gave the staff report.

ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to
approve Calendar of Meetings and adopt resolution changing meeting dates or give direction to
staff on changes to the meeting dates. The motion passed with a unanimous voice vote.
10. Consideration of Approving a Hiring Bonus and Referral Incentive Program for Police
Officers, Resolution No. 2019-53
Chief White gave the staff report.
ACTION: It was the consensus of the Council to bring forward a discussion on a $10,000 home
buying assistance incentive for employees.
ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to
approve Resolution NO. 2019-53, A Resolution of the City Council of the City of Clearlake
Approving a Hiring Bonus and Referral Incentive Program for the Police Officer Classification. The
motion passed with a unanimous voice vote.
APPOINTMENT OF 2020 MAYOR/VICE MAYOR
ACTION: Councilmember Overton nominated Mayor Cremer and Vice Mayor Slooten as Mayor
and Vice Mayor respectively for the 2020 calendar year. It was moved by Councilmember
Overton and seconded by Councilmember Harris to approve Councilmember Overton’s
nomination. The motion passed with a unanimous voice vote.
