MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING DECEMBER 12, 2019 CALL TO ORDER CLOSED SESSION: 5:30 P.M. Roll Call. Present: Russ Cremer, Mayor Dirk Slooten, Vice Mayor Phil Harris, Councilmember Joyce Overton, Councilmember Russ Perdock, Councilmember Staff: Alan Flora, City Manager Crissy Hodgeson, Deputy City Attorney Andrew White, Chief of Police (1) CONFERENCE WITH LABOR NEGOTIATORS: Pursuant to Government Code Section 54957.6: Agency Designated Representative: City Manager Alan Flora; Employee Organizations: Clearlake Management/Confidential Employees, Clearlake Police Officer Association, Clearlake Municipal Employees Association and Clearlake Middle Management Association. (2) PUBLIC EMPLOYEE PERFORMANCE EVALUATION: Government Code Section 54957 (b) (1) Title: City Attorney ACTION: There was no reportable action in closed session. Closed session was adjourned at 5:58 p.m. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Russ Cremer, Mayor Dirk Slooten, Vice Mayor Joyce Overton, Councilmember Phil Harris, Councilmember Russ Perdock, Councilmember Staff: Alan Flora, City Manager Crystal Hodgeson, Deputy City Attorney Melissa Swanson, Administrative Services Director/City Clerk Andrew White, Police Chief Dave Swartz, Contract City Engineer Timothy Hobbs, Police Lieutenant CCMin 12-12-19 Page 1 of 3 INVOCATION Councilmember Perdock gave the invocation. ADOPTION OF THE AGENDA ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to adopt the agenda as presented. The motion passed with a unanimous voice vote. PRESENTATIONS: 1. Presentation by Clearlake Animal Control of December’s Adoptable Dogs 2. Presentation to Former Planning Commissioner Nathalie Antus 3. Presentation by First 5 Lake County “State of Our Children” PUBLIC COMMENT: Gene Hebert spoke regarding fence issues with his neighbor and unresolved issues with Code Enforcement. Consent Items Recommended Action 4. Warrant Registers Receive and file 5. Continuation of Local Emergency Issued on By motion keep declaration of emergency October 9, 2017 and Ratified by Council Action active and set next review October 12, 2017 6. Appointment of Sheryl Almon to the Traffic Approve appointment Safety Committee 7. Consideration of adoption of Resolution 2019- Adopt resolution 051 approving the Local Hazard Mitigation Plan 8. Second Reading and Adoption of Ordinance Hold second reading, read by title only, No. 234-2019, An Ordinance of the City waive further reading and adopt Council of the City of Clearlake Approving a ordinance Development Agreement with Jason Jones and DM Compassion Center, LLC for a Cannabis Microbusiness ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to accept the Consent Calendar as presented. The motion passed with a unanimous voice vote. 9. Consideration of the Annual Calendar of Meetings and to Change the Meeting Days by Resolution; Resolution No. 2019-52 Administrative Services Director/City Clerk Swanson gave the staff report. CCMin 12-12-19 Page 2 of 3 ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to approve Calendar of Meetings and adopt resolution changing meeting dates or give direction to staff on changes to the meeting dates. The motion passed with a unanimous voice vote. 10. Consideration of Approving a Hiring Bonus and Referral Incentive Program for Police Officers, Resolution No. 2019-53 Chief White gave the staff report. ACTION: It was the consensus of the Council to bring forward a discussion on a $10,000 home buying assistance incentive for employees. ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to approve Resolution NO. 2019-53, A Resolution of the City Council of the City of Clearlake Approving a Hiring Bonus and Referral Incentive Program for the Police Officer Classification. The motion passed with a unanimous voice vote. APPOINTMENT OF 2020 MAYOR/VICE MAYOR ACTION: Councilmember Overton nominated Mayor Cremer and Vice Mayor Slooten as Mayor and Vice Mayor respectively for the 2020 calendar year. It was moved by Councilmember Overton and seconded by Councilmember Harris to approve Councilmember Overton’s nomination. The motion passed with a unanimous voice vote.
