MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING JANUARY 23, 2020 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M. Roll Call. Present: Dirk Slooten, Vice Mayor Joyce Overton, Councilmember Phil Harris, Councilmember Russ Perdock, Councilmember Absent: Russ Cremer, Mayor Staff: Alan Flora, City Manager Dean Pucci, Deputy City Attorney Melissa Swanson, Administrative Services Director/City Clerk Andrew White, Police Chief Timothy Hobbs, Police Lieutenant Jill Martin, Interim Director of Finance INVOCATION Councilmember Perdock gave the invocation. ADOPTION OF THE AGENDA City Manager Flora asked that the Closed Session Item be removed from the agenda. ACTION: It was moved by Councilmember Harris and seconded by Councilmember Perdock to adopt the agenda as amended. The motion passed with a unanimous voice vote, with Mayor Cremer absent. PRESENTATIONS: 1. Presentation by Clearlake Animal Control of January’s Adoptable Dogs PUBLIC COMMENT: There were no public comments. CCMin 01-23-20 Page 1 of 3 Consent Items Recommended Action 2. Second Reading and Adoption of Ordinance No. 235-2020 to Amend Subsection 9-1.16 Hold second reading, read by title only, to Chapter 9, Section 9-1 of the Clearlake waive further reading and adopt Municipal Code Relating to Electric and ordinance Electronic Access Gates 5. Consideration of Disposal of Surplus Adopt resolution Vehicles, Resolution No. 2020-05 6. Minutes of the November and December Receive and file Meetings 7. Minutes of the December 11, 2019 Lake Receive and file County Vector Control District Board Meeting 8. Approve the Submittal of the ROPS FY 20-21 Adopt Resolution SA-2020-01 for both periods A (July to December) and B Authorizing Submission of ROPS FY 20- (January to June) to the Oversight Board 21 for July 1, 2020 to June 30, 2021 to the Oversight Board ACTION: It was moved by Councilmember Harris and seconded by Councilmember Perdock to accept the Consent Calendar as presented. The motion passed with a unanimous voice vote, with Mayor Cremer absent. BUSINESS: 9. First Reading of Ordinance 236-2020 to Clarify and Correct Ordinance No. 222-2019 Related to the Issuance, Handling, Appeals and Penalties of Administrative Citations Administrative Services Director/City Clerk Swanson gave the staff report. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to hold the first reading of Ordinance No. 236-2020:, AN ORDINANCE CLARIFYING AND CORRECTING ORDINANCE NO. 222-2019 AN ORDINANCE AMENDING CHAPTERS 1, 10 AND 18 OF THE CLEARLAKE MUNICIPAL CODE RELATED TO THE ISSUANCE, HANDLING, APPEALS AND PENALTIES OF ADMINISTRATIVE CITATIONS; AMENDING THE GENERAL PENALTY FOR VIOLATIONS; ADJUSTING PENALTIES FOR CANNABIS RELATED VIOLATIONS AND PROVIDING FOR IMMEDIATE IMPOSITION OF FINES IN SPECIFIED CIRCUMSTANCES, read by title only and set second reading for the February 6, 2020 meeting. The motion passed with a unanimous voice vote, with Mayor Cremer absent. 10. Receive Update on the Hope Center Project and Provide Direction on City Funding Support CCMin 01-23-20 Page 2 of 3 City Manager Flora gave the staff report. Councilmember Perdock introduced staff members of the Hope Center, who gave a presentation on the program. ACTION: It was the consensus for up to $500,000 and ask Hope Center Project organizers to provide financial information on the project and a strategic plan; and to bring the item forward to the February midyear budget. CITY MANAGER AND COUNCILMEMBER REPORTS FUTURE AGENDA ITEMS CLOSED SESSION: (1) CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION: (Government Code 54956.9) – City of Clearlake v. PG&E Corporation, et al., Case No. CV 1:17-CV-419398, Lake County Superior Court This item was deleted from the agenda.
