SPECIAL MEETING
MAY 27, 2020
The virtual meeting was held via Zoom in accordance with Governor Newsom’s Executive Order N-
25-20 and Executive Order N-29-20.
CALL TO ORDER SPECIAL CITY COUNCIL MEETING: 9:00 A.M.
Roll Call. Present: Russ Cremer, Mayor
Dirk Slooten, Vice Mayor
Phil Harris, Councilmember
Russ Perdock, Councilmember
Joyce Overton, Councilmember
Staff: Alan Flora, City Manager

Consent Items Recommended Action
1. Approval of Amendment No. 1 to Approve amendment with RGS for a not-
Management and Administrative Services to-exceed amount of $45,000 and
Agreement with Regional Government authorize the City Manager to sign
Services (RGS) for Consulting Services
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to
accept the Consent Calendar as presented. The motion passed with a unanimous roll call vote.
PUBLIC HEARING
2. Discussion and Direction to Staff on Entering into the Purchase and Sale of the Former
Austin Resort Property Consisting of a 4.74-acre Redevelopment Successor Agency owned
parcel (14061 Lakeshore Drive, Clearlake APN 039-530-50)
Executive Director Flora gave the staff report.
Chair Cremer opened the Public Hearing at 9:17 a.m.
Terry Stewart submitted a public comment on this item in favor of the project with traffic
mitigation at the Lakeshore/Olympic intersection.

Chair Cremer closed the Public Hearing at 9:18 a.m.
ACTION: It was moved by Vice Chair Slooten and seconded by Member Overton to authorize
the Agency Director to Execute a Purchase and Sale Agreement with Baily Building and Loans,
LLC for the Sale of Property Located at 14061 Lakeshore Drive, Clearlake and Adopt
Resolution SA- 2020-04 Recommending the Lake County Redevelopment Agency Oversight
Board Approve the Agreement. The motion passed with a unanimous roll call vote.
3. Discussion and Direction to Staff on Entering into a Purchase and Sale of the Former Austin
Resort Property Consisting of a 2.94-acre City-owned parcel (14071 Lakeshore Drive,
Clearlake APN 039-530-49)
City Manager Flora gave the staff report.
There was no public comment on this item.
ACTION: It was moved by Vice Mayor Slooten and seconded by Councilmember Harris to
adopt Resolution 2020-24 Authorizing the City Manager to Execute a Purchase and Sale
Agreement with Bailey Building and Loans, LLC for the Sale of Properties Located at 14071
Lakeshore Drive, Clearlake. The motion passed with a unanimous roll call vote.
