MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT AGENCY SPECIAL MEETING MAY 17, 2011 CALL TO ORDER SPECIAL JOINT CITY COUNCIL & REDEVELOPMENT AGENCY MEETING: 6:05 P.M. Special Meeting noticed May 13, 2011. Roll Call. Present: Joyce Overton, Mayor Joey Luiz, Vice Mayor Curt Giambruno, Councilmember Jeri Spittler, Councilmember Absent: Judy Thein, Councilmember (due to illness) Staff: Stephen Albright, Interim City Administrator Mala Subramanian, City Attorney Adeline Brown, Grants Technician, Deputy City Clerk BUSINESS 1. Public Hearing to Consider Adoption of Ordinance No. 150-2011 Adopting Regulations on Marijuana Distribution Facilities in the City of Clearlake. Staff report was given by Stephen Albright. He handed out an addendum to the staff report and discussed some proposed changes to the ordinance. Mayor Overton opened the public hearing at 6:45 p.m. Ed Robey commended staff on the development of the ordinance. He spoke on the zoning and location of the dispensaries and questioned the need for the dispensary bathrooms to be locked. Chuck Leonard spoke on the placement of the dispensaries and agreed that the dispensaries should be in an accessible area. He also believed there should be more than three dispensaries. Liz Byrd commended the fairness of the ordinance and had questions on the ordinance on access and size of the dispensaries. Valerie Adaise spoke against the dispensaries being located in C-4 zones and allowing smoking in dispensaries. Chuck Jacobs spoke on restrictions imposed on marijuana versus the restrictions placed on alcohol. Mayor Overton continued the Public Hearing to the Regular City Council Meeting of May 26, 2011.
