MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT AGENCY SPECIAL MEETING MAY 31, 2011 CALL TO ORDER SPECIAL JOINT CITY COUNCIL & REDEVELOPMENT AGENCY MEETING: 5:30 P.M. Special Meeting noticed May 27, 2011. Roll Call. Present: Joyce Overton, Mayor Joey Luiz, Vice Mayor Curt Giambruno, Councilmember Judy Thein, Councilmember Jeri Spittler, Councilmember Staff: Stephen Albright, Interim City Administrator SPECIAL CLOSED SESSION 1. PUBLIC EMPLOYEE APPOINTMENT – Pursuant to Government Code Section 54957: Title: City Administrator. The closed session was adjourned at 6:20 p.m. Open Session Roll Call. Present: Joyce Overton, Mayor Joey Luiz, Vice Mayor Curt Giambruno, Councilmember Judy Thein, Councilmember Jeri Spittler, Councilmember Staff: Stephen Albright, Interim City Administrator Craig Clausen, Interim Chief of Police Melissa Swanson, City Clerk Michael Vivrette, Interim Director of Finance BUSINESS 1. Consideration of Appointment of the City Administrator and Approving an At-Will Employment Agreement; Resolution No. 2011-07. Stephen Albright gave the staff report. ACTION: It was moved by Vice Mayor Luiz and seconded by Council Member Spittler to approve a contract with Tully Clifford for City Administrator with the following changes: 1) Mr. Clifford is not entitled to overtime; 2) Mr. Clifford would begin employment with 80 hours vacation which cannot be cashed in and must be used or forfeited; and 3) Mr. Clifford would accrue executive leave beginning July 1, 2011. The motion passed with a 3-0-2 roll call vote, with Council Members Thein and CCM 05-31-11 SPL Page 1 of 2 Giambruno abstaining due to not being available to participate in the city administrator interview process. 2. Study Session on the Draft City of Clearlake and Clearlake Redevelopment Agency Budget for Fiscal Year 2011-2012. Staff report was given by Stephen Albright and Michael Vivrette. Council Member Thein left the workshop at 8:20 p.m. Mayor Overton left the workshop at 8:30 p.m. ADJOURNMENT There being no further business to conduct, the meeting was adjourned at 8:35.M.
