MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY SPECIAL MEETING DECEMBER 6, 2018 CALL TO ORDER SPECIAL CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY MEETING: 5:02 P.M. Roll Call. Council Present: Bruno Sabatier, Mayor Nick Bennett, Councilmember Russ Cremer, Councilmember Joyce Overton, Councilmember Absent: Phil Harris, Vice Mayor Staff: Greg Folsom, City Manager Alan Flora, Assistant City Manager Andrew White, Chief of Police Ryan Jones, City Attorney Tina Viramontes, Deputy City Clerk Consent Items Recommended Action 1. Consideration of Continuation of Declaration of By motion keep declaration of emergency Local Emergency Issued on October 9, 2017 and active and set next review for September Ratified by Council Action October 12, 2017 27, 2018 ACTION: It was moved by Councilmember Overton and seconded by Councilmember Bennett to accept the Consent Calendar as presented. The motion passed with a unanimous voice vote. BUSINESS: 2. Consideration of Contract for the OpenGov Cloud Software and Services City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Cremer and seconded by Councilmember Bennett to authorize City Manager to enter into 5-year contract for services with OpenGov and authorize up to 10% additional costs for travel expenses and potential additional hours of training. The motion passed with a unanimous voice vote. 3. Consideration of Letter of Appreciation to Adventist Health. CCM 12-06-18 SPL Page 1 of 2 City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Bennett and seconded by Councilmember Cremer to authorize Council to sign letter of appreciation. The motion passed with a unanimous voice vote. 4. Consideration of Letter of Support for ERS/NIFA Relocation. City Manager Folsom gave the staff report. ACTION: It was moved by Councilmember Overton and seconded by Councilmember Cremer to authorize Mayor to sign letter of support. The motion passed with a unanimous voice vote. There was no reportable action taken in closed session.
