We are glad to have you join us. If you wish to speak, please wait to be recognized, then state your name and address. Persons speaking before the City Council shall be limited to three (3) minutes unless otherwise noted under Public Hearings. For other than Citizens to be heard regarding items not on the Agenda, a spokesperson for a group may speak for three (3) minutes plus an additional minute for each person in the audience that waives their right to speak, up to a maximum of ten (10) minutes. Prior to the item being presented, please obtain the needed form to designate a spokesperson from the City Clerk (right-hand side of dais). Up to thirty minutes of public comment will be allowed for an agenda item. No person shall speak more than once on the same subject unless granted permission by the City Council. The City of Clearwater strongly supports and fully complies with the Americans with Disabilities Act (ADA). Consent Agenda The Consent Agenda contains normal, routine business items that are very likely to be approved by the City Council by a single motion. These items are not discussed, and may all be approved as recommended on the staff reports. Council questions on these items were answered prior to the meeting. The Mayor will provide an opportunity for a Councilmember or a member of the public to ask that an item be pulled from the Consent Agenda for discussion. Items pulled will receive separate action. All items not removed from the Consent Agenda will be approved by a single motion of the council. 7.1 ID#15-1378 Approve the Third Amendment to Business Lease Contract between the City of Clearwater and Clearwater Marine Aquarium, Inc. for the lease of city-owned property, known as the Harborview Building, located at 320 Cleveland Street; and authorize the appropriate officials to execute same. (consent) 7.2 ID#15-1379 Approve the Request for Proposal process selecting Cigna Onsite as the new on-site manager for the City of Clearwater Employee Health Center and authorize staff to negotiate a contract with same. (consent) 7.3 ID#15-1380 Approve submission of Department of Justice, Bureau of Justice Assistance (DOJ/BJA) Edward Byrne Memorial Justice Assistance Grant application in the amount of $49,118, for purchase of Taser units. (consent) 7.4 ID#15-1381 Approve a contract (blanket purchase order) to HD Supply, of Tampa, FL in the annual amount of $250,000, for the purchase of MRO Supplies and Related Services as needed, for a one-year period, with two annual renewal terms, and authorize the appropriate officials to execute same. (consent) 7.5 ID#15-1382 Approve two contract (blanket purchase order) renewal terms to NALCO Chemicals, Inc., of Naperville, IL, in the annual amount of $150,000, for Antiscalant, and authorize the appropriate officials to execute same. (consent) 7.6 ID#15-1385 Appoint a five-member City Audit Committee, comprising a Councilmember, a Citizen, and three City Staff, for a five-year term expiring June 12, 2020, pursuant to Section 218.391 Florida Statutes. (consent) 7.7 ID#15-1398 Approve a License and Use Agreement between the City of Clearwater (Licensor) and Clearmar, LLC (Licensee) for the construction of a sand ramp and improvements at the southern most part of Clearwater Beach, just west of parking lot 23 and adjacent to and north of Licensee's property, and authorize the appropriate officials to execute same. (ANX2015-04009) 8.2 ANX2015-0 Approve the annexation, initial Future Land Use Map designation of 4010 Residential Low (RL) and initial Zoning Atlas designation of Low Medium Density Residential (LMDR) District for 2143 Burnice Drive; and pass Ordinances 8719-15, 8720-15 and 8721-15 on first reading. (ANX2015-04010) 8.3 ANX2014-0 Approve the annexation, initial Future Land Use Map designation of 4011 Residential Low (RL) and initial Zoning Atlas designation of Low Medium Density Residential (LMDR) District for 1807 Skyland Drive; and pass Ordinances 8722-15, 8723-15 and 8724-15 on first reading.
