We are glad to have you join us. If you wish to address the Council, please complete a Comment Card. Comment Cards are on the right-hand side of the dais by the City Clerk. When recognized, please hand your card to the Clerk, approach the podium and state your name. Persons speaking before the City Council shall be limited to 3 minutes unless otherwise noted under Public Hearings. For other than "Citizens to be heard regarding items not on the Agenda," a spokesperson for a group may speak for 3 minutes plus an additional minute for each person in the audience that waives their right to speak, up to a maximum of 10 minutes. Prior to the item being presented, please obtain the form to designate a spokesperson from the City Clerk. Up to 60 minutes of public comment will be allowed for an agenda item. No person shall speak more than once on the same subject unless granted permission by the City Council. The City of Clearwater strongly supports and fully complies with the Americans with Disabilities Act (ADA). Approval of Minutes 5.1 ID#20-7367 Approve the December 19, 2019 City Council Meeting Minutes as submitted in written summation by the City Clerk. 6. Citizens to be heard re items not on the agenda 7. Consent Agenda The Consent Agenda contains normal, routine business items that are very likely to be approved by the City Council by a single motion. These items are not discussed, and may all be approved as recommended on the staff reports. Council questions on these items were answered prior to the meeting. The Mayor will provide an opportunity for a Councilmember or a member of the public to ask that an item be pulled from the Consent Agenda for discussion. Items pulled will receive separate action. All items not removed from the Consent Agenda will be approved by a single motion of the council. City of Clearwater Page 2 Printed on 1/13/2020 City Council Meeting Agenda January 16, 2020 7.1 ID#19-7240 Approve a recommendation by the Public Art and Design Board for a grant of $9,000 to the Clearwater Arts Alliance for their proposal of Phase 5 of Thinking Outside the Box traffic signal box wrap program to be funded from the Miscellaneous Public Art Fund (A1901) and authorize the appropriate officials to execute same. (consent) 7.2 ID#19-7269 Approve a funding agreement between the City of Clearwater and the Pinellas Suncoast Transit Authority (PSTA) to provide enhanced Jolley Trolley service during Spring Break period of March 1, 2020 through April 30, 2020, with the City contributing a lump sum not to exceed $93,415 and authorize the appropriate officials to execute same. (consent) 7.3 ID#19-7275 Authorize an amendment to the original agreement with HR and A Advisors, of New York, NY, in an amount not to exceed $19,500, for the development of a Request for Proposal (RFP) document and authorize the appropriate officials to execute same. (consent) 7.4 ID#19-7356 Approve a Vehicle Use Agreement between the School Board of Pinellas County, Florida and the City of Clearwater through August 23, 2020 for the City to utilize Pinellas County School buses at a cost of $1.50 per mile plus $29.00 per hour, for a total estimated cost of $25,000, and authorize the appropriate officials to execute same. (consent) 7.5 ID#19-7358 Approve a Tourism Promotion Agreement between the City of Clearwater and Pinellas County for and on behalf of Visit St. Petersburg/Clearwater (VSPC) for Clearwater Sea Blues Festival to be held on February 22 and 23, 2020 and authorize the appropriate officials to execute same. (consent) 7.6 ID#19-7267 Reappoint Jeffrey DiVincent to the Board of Trustees Clearwater Police Supplementary Pension Plan with a term to expire January 31, 2024. (consent) 7.7 ID#19-7217 Authorize a sole source award to Evoqua Water Technologies, of Pittsburgh, PA for Odophos and PRI-SC (hydrogen peroxide), in an annual amount not to exceed $200,000.00 for the initial contract period of February 1, 2020 through January 31, 2021, with the option for two, one-year extensions, pursuant to Clearwater Code of Ordinances Section 2.564 (1)(b) and authorize the appropriate officials to execute same. (consent) 7.8 ID#19-7284 Authorize a purchase order to Odyssey Manufacturing of Tampa, FL for Liquid Sodium Hypochlorite in the annual not-to exceed amount of $485,000 for the period of January 17, 2020 through January 16, 2021 with two one-year renewal options at the City’s discretion and authorize the appropriate officials to execute same. (consent) 7.9 ID#19-7265 Appoint Pamela Benton to the Sister Cities Advisory Board, as the School Board’s World Language Coordinator, with a term to expire January 31, 2024. (consent) 7.11 ID#19-7271 Request for authority to institute a civil action against the heirs, descendants, assigns, or other interested parties of the Belair Bayou, Inc. corporation to secure the necessary interest in certain lands in the area of the Seminole boat ramp to complete the dock segment of the project. (APH) 8.2 LUP2019-0 Approve a Future Land Use Map amendment from the Institutional (I) category 9003 to the Residential/Office General (R/OG) category for 407 N. Belcher Road and pass Ordinance 9346-20 on first reading. (LUP2019-09003) 9. Quasi-Judicial Public Hearings 1. Staff states its recommendation and briefly summarizes its reasons for the recommendation and submits record (minutes, staff report, and application) adduced before the Community Development Board (2 minutes). 2. Second Readings - Public Hearing 10.1 9349-20 2nd Adopt Ordinance 9349-20 on second reading, approving amendments to the rdg Community Development Code to adopt the International Property Maintenance Code with Certain Local Amendments in Section 3-1502 in place of Chapter 47, Article VII, Unsafe Buildings and Systems and Chapter 49, Housing Code, and expanding the powers of the Building/Flood Board of Adjustment and Appeals to hear violations and appeals related to the International Property Maintenance Code. 10.2 9352-20 2nd Adopt Ordinance 9352-20 on second reading, approving a request from rdg Edgewater Valor Capital, LLC, to vacate a portion of a 5 foot-wide platted utility easement as recorded in Plat Book 31, Page 12 of the Public Records of Pinellas County, Florida, and a portion of a 10 food-wide plated alley, as recorded in Plat Book 4, Page 56 of the Public Records of Pinellas County, Florida. 11. City Manager Reports 11.1 9358-20 Approve amendments to the Clearwater Code of Ordinances, Chapter 25 - Public Conveyances to define commercial megacycles and definitions to establish standards for commercial megacycles, to require a license for commercial megacycles to be operated in the city and to add penalties; approve amendments to the Clearwater Code of Ordinances, Chapter 6 - Alcoholic Beverages, to provide an exemption for megacycle passengers and pass Ordinance 9358-20 on first reading. 11.2 Resolution Accept a utility easement from 1250 Main L.L.C. for the construction, installation #20-02 and maintenance of city utility facilities on real property located at 1712 Gulf to Bay Blvd. and adopt Resolution 20-02. 11.3 Resolution Accept a drainage and utility easement from Gulfview Lodging, LLP for the 20-03 construction, installation and maintenance of certain drainage and utility facilities on real property located at 385 S. Gulfview Blvd. and adopt Resolution 20-03. 11.4 Resolution Accept a sidewalk easement from Habitat for Humanity of Pinellas County Inc., 20-06 on real property located at 1121 South Street, and adopt Resolution 20-06. 12.
