Osceola Avenue Clearwater, FL 33755 Meeting Agenda Thursday, June 4, 2020 6:00 PM Main Library - Council Chambers City Council City Council Meeting Agenda June 4, 2020 To ensure public safety and comply with the Governor's Safer at Home order in response to the COVID-19 virus, the Clearwater City Council will hold a public meeting on Thursday, June 4, 2020 at 6:00 p.m. using communications media technology. Pursuant to Executive Order No. 20-69, issued by the Office of Governor Ron DeSantis on March 20, 2020, municipalities may conduct meetings of their governing boards without having a quorum of its members present physically or at any specific location, and utilizing communications media technology such as telephonic or video conferencing, as provided by Section 120.54(5)(b)2, Florida Statutes. The meeting will be held through the Zoom platform and will be broadcast live on the city's website (https://www.myclearwater.com/government/council-meeting-streaming-videos) , on Facebook (www.facebook.com/cityofclearwater) and on YouTube (www.youtube.com/myclearwater) as well as the following public access TV channels: Spectrum Channel 638, Frontier Channel 30 and WOW! Channel 15. Citizens wishing to provide comments on an agenda item are encouraged to do so in advance through written comment. The City has established the following four options to ensure public comment for a virtual meeting: 1) eComments via Granicus - eComments is integrated with the published meeting agenda . Individuals may review the agenda item details and indicate their position on the item. You will be prompted to set up a user profile to allow you to comment, which will become part of the official public record. The eComment period is open from the time the agenda is published. Comments received during the meeting will become part of the official record, if posted prior to the closing of public comment. The City Clerk will read received comments into the record. 2) E m a i l – Individuals may submit written comments or videos to ClearwaterCouncil@myclearwater.com. All comments received by 5 p.m. the day before the meeting (June 3) will become part of the official record. The City Clerk will read received comments into the record. 3) Call-in - During the meeting individuals will be able to call in to 562-4646 and be placed on-air to speak to an individual item. 4) Council Chambers - Additionally, like any other council meeting, the public may provide public comment at the Main Library, Council Chambers, 100 N Osceola Avenue. Due to COVID-19, all speakers desiring to appear in person will be subject to all applicable emergency measures in place to prevent the further spread of COVID-19. Speakers who appear in person will be subject to screening for symptoms of COVID-19. Any persons exhibiting any symptoms of COVID-19 will not be permitted to enter council chambers but will be able to participate through the remote options described above. Consent Agenda The Consent Agenda contains normal, routine business items that are very likely to be approved by the City Council by a single motion. These items are not discussed, and may all be approved as recommended on the staff reports. Council questions on these items were answered prior to the meeting. The Mayor will provide an opportunity for a Councilmember or a member of the public to ask that an item be pulled from the Consent Agenda for discussion. Items pulled will receive separate action. All items not removed from the Consent Agenda will be approved by a single motion of the council. 6.1 ID#20-7756 Approve a recommendation by the Public Art and Design Board for a grant of $8,500 to FYI Community Partnership, Inc. for their proposal of the creation of an artist-led community mural in the Lake Belleview neighborhood to be funded from the Miscellaneous Public Art Fund (A1901). (consent) 6.2 ID#20-7755 Approve a renewal of the Tampa Bay Multi-Agency Gang Task Force Memorandum of Understanding and the accompanying Mutual Aid Agreement for a five-year period commencing upon execution and expiring on May 30, 2025 and authorize the Chief of Police to execute same. (consent) 6.3 ID#20-7757 Approve Engineer of Record (EOR) Work Order to Stantec Consulting Services, Inc., in the amount of $198,608 for design services for Lift Station 16 Rehabilitation on Pierce Street (20-0008-UT), and authorize the appropriation officials to execute same. (consent) 6.4 ID#20-7764 Approve a Joint Project Agreement (JPA) with Pinellas County for the Reclaimed Water (RCW) Pipe Repair on Old Coachman (Project No. 17-0056-UT) in the amount of $356,790 and authorize the appropriate officials to execute same. (consent) 6.5 ID#20-7804 Approve Change Order 1 to Paramount Painting and Services, Inc of Tampa, FL, for East WRF RDT Building Repair (18-0016-UT) in the amount of $72,145, increasing the contract from $59,435 to $131,580, and authorize the appropriate officials to execute same. (consent) 6.6 ID#20-7767 Declare surplus and authorize disposition of identified vehicles and equipment via auction to the highest bidder, pursuant to Clearwater Code of Ordinances Section 2.622, Surplus Personal Property, and authorize the appropriate officials to execute same. McMullen Booth Road, Clearwater, Florida 33759, into the corporate limits of the city and redefining the boundary lines of the city to include said addition. 7.2 9373-20 2nd Adopt Ordinance 9373-20 on second reading, amending the future land use rdg element of the Comprehensive Plan of the city to designate the land use for certain real property whose post office address is 25 S. McMullen Booth Road, Clearwater, Florida 33759, upon annexation into the City of Clearwater, as Residential Urban (RU). 7.3 9374-20 2nd Adopt Ordinance 9374-20 on second reading, amending the Zoning Atlas of the rdg city by zoning certain real property whose post office address is 25 S. McMullen Booth Road, Clearwater, Florida 33759, upon annexation into the City of Clearwater, as Low Medium Density Residential (LMDR). 8. City Manager Reports 8.1 ID#20-7785 Accept Dunedin Ordinance 20-03, an Interlocal Agreement/Gas Franchise with the City of Dunedin, in order for Clearwater Gas System to continue to provide natural gas service to the citizens of Dunedin and adopt City of Clearwater Resolution 20-26. 8.2 ID#20-7789 Accept a Gas Utility Easement from Carlos Saenz, for the construction, installation, and maintenance of gas utility facilities on real property located at 14671 State Road 52, Hudson, FL and adopt Resolution 20-25. 8.3 ID#20-7790 Accept a Natural Gas Easement from Weingarten Nostat Inc, for the construction, installation and maintenance of gas utility facilities on real property located at 23654 US Highway 19 North and adopt Resolution 20-24. 8.4 Resolution Approve the correction of a scrivener’s error in that certain resolution adopted 20-27 on May 21, 2020, which accepted a utility easement from Florida Spine Properties, LLC, changing the resolution mistakenly labeled as number 20-07 to Resolution 20-08, and adopt Resolution 20-27. 8.5 ID#20-7827 Confirm COVID-19 Emergency Proclamation and adopt Resolution 20-28.
