CLEARWATER CEMETERY DISTRICT Clearwater Cemetery District Board Meeting August 14, 2025 6:30 PM, City Hall 1. Call to Order Board member Loos called the meeting to order at 6:30p.m. 2. Roll Call David Loos, Trustee Ohio Township, Tim Erwin, Trustee Ninnescah Township and Burt Ussery, Mayor of City of Clearwater were present. Others present: Courtney Zollinger, City Administrator, Mike Weakly, Cemetery Sexton, Tim Maine, Memorial Art Company, and Logan Patrick, Office of the Senate Majority Leader. 3. Approval of Agenda MOTION: Loos moved, Ussery seconded to approve the agenda as submitted. Voted and passed unanimously. 3-0 4. Consent Agenda a. Minutes 7/10/2024 b. July Accounts Payable c. July Receipt Report d. August Payroll MOTION: Loos moved, Ussery seconded to approve the consent agenda as presented. Voted and passed unanimously. 3-0 5. Reports • 58% through the year. Revenues are at 81.1% and expenses are at 23.3%. • There was 1 lot sale, and 5 burials. MOTION: Loos moved, Ussery seconded to accept the reports. Voted and passed unanimously. 3-0 6. Business – a. Memorial Art Company – Tim Main from Memorial Art Company went through some features of the columarbiums they offer. There is single or double sided columbariums. The double sided will allow more burials in each. Each columbarium can weigh 12,000 to 14,000 pounds depending on the size. The doors come sealed at the four corners and are easy to remove for a burial. Extra doors are shipped with the columbariums to allow a temporary door to be in place while the original is getting engraved. The permanent door is then sealed on all sides with a silicone. Other companies have used rosettes but rosettes have been known to fail or need replaced. The columbariums are made of granite and if they need cleaned it would be with a hose and soft sponge. They can stain if a sprinkler is spraying constantly or yard chemicals are sprayed on them. The bases have polished granite bases so CLEARWATER CEMETERY DISTRICT they can be chipped with a mower. It is recommended to place the columbariums on a 4-5” concrete base. The board asked if they are pinned to the base and have any of their columbariums been through a tornado. Tim Main answered they are not pinned and it would be difficult to pin the columariums that are taller since the sidewalls are thin. They might be able to pin the shorter ones (24 on each side) at no extra costs. Each burial box can hold up to 2 urns (depending on the urn size. Bury Ussery stated the initial cost for a double side (84 unit) price was $25,000 for each columbarium which would be approximately $297 for each block. Ussery stated he would follow up with Zach Main in the office on updated pricing. The board thanked Tim for his time. b. Farm Lease Agreement - In 2024 the Clearwater Cemetery District, Hammer’s LLC, and the City of Clearwater entered into a farm lease agreement with Max Tjaden. Max Tjaden informed all parties that he was not going to continue to farm the land and canceled his lease agreement. There are three parties interested in farming the property, Jake Johson, Wes Struthers, and David Dejmal. The City and Hammers LLC have agreed to sign the contract designated by the Cemetery District David Dejmal has offered $65/acre, Wes Struthers has offered $48/acre and Jake Johnson has offered $0 rent for 3 years and then $50/acre after that. Jake stated he spoke with the previous tenant, Max Tjaden, and Max informed Jake there is a water problem on the land and that is why Max no longer wants to farm it. Jake is offering to fix the water issues in exchange for $0 rent for 3 years. Zollinger informed the board that the City plans to list their 9 acres on the MLS so their intentions are to sell. With that information: MOTION: Loos moved, Erwin seconded to accept the offer from David Dejmal. Voted and passed unanimously. 3-0 c. Ruby Cemetery Fence - On July 24th, Whitney Landscaping reported that there was damage to the Ruby gate when they arrived to mow. Mike Weakley contacted Reddi Fence to get a quote on fixing the damaged gate. Reddi is the company that has come in low bid on the other fence project for Clearwater Cemetery. On August 1st, Reddi submitted a quote for $1,487.87 to replace the gate post and chain link. If the board wishes to file an insurance claim the deductible would be $500. With the quote being what it was the board has opted to not file a claim and accepted the quote from Reddi Fence. MOTION: Loos moved, Erwin seconded to accept the quote from Reddi Fence not to exceed $1,500. Voted and passed unanimously. 3-0  CLEARWATER CEMETERY DISTRICT d. Other Business – Ussery informed the board that he was contacted by Logan Patrick from Senator Chase Blasi’s office about the disorganization bill that didn’t make it out of committee last year. Ussery stated he has no issue if there is legislation created for the option of Ohio Township exiting the Cemetery Distrct, Ohio Township should have that option but believe that the Ninnescah Township and the City of Clearwater have a mutual interest in three cemeteries that reside in their districts and should continue to be a Cemetery District. Tim Erwin agreed. Logan Patrick explained he was familiar with the bill that never came out of committee and asking questions on how to govern with only two remaining districts if a bill can be passed to allow Ohio to step out. He would like to help find solution that will make all parties happy. 7. Executive Session – No Executive Session 8. Comments – No Comments 9.
